국문 초록

이 연구에서는 특별자치도의 교육특례의 현황과 문제점을 살펴보고 개선과제를 제시하고자 하였다. 제주특별자치도의 교육특례로서 학교규칙의 제·개정, 교직원 정원, 교장·교감 공모, 산학겸임교사 임용, 교육과정 편성, 학년도와 학기, 수업일수, 원격수업과 학교밖활동, 학급편성, 휴업일, 반편성 등, 학년제 외의 운영, 교과용 도서의 사용, 학교운영위원회의 설치 및 구성, 수업연한 등의 특례를 분석하고 부분적으로 문제점을 제시하였다. 자율학교의 학력인정에 관한 조항은 자율학교가 일반학교 중에 지정되는 것임을 고려할 때 삭제되어야 할 조항임을 제시하였다. 특별자치도 교육특례의 과제로서 특별자치도의 고유정책과 특수상황을 전제로 한 특례 발굴, 직원 정원에 관한 특례 규정, 수업 등에 관한 특례 규정 및 후속조치 시행, 기간제 교사 확보를 위한 특례 규정, 학교자치 확대를 제안하였다.

영문 초록

In this study, we focused on the special cases of educational operation among special self-governing provinces in education, examined the current status and problems, and suggested improvement tasks. Jeju Special Self-Governing Province’s special educational exceptions include enactment and revision of school rules, quota for teaching staff, recruitment of principals and vice-principals, appointment of industry-university teachers, organization of curriculum, school year and semester, number of school days, remote classes and out-of-school activities, class organization, closed days, Special cases such as class organization, operation outside of the academic year system, use of textbooks, establishment and organization of school management committee, and class length were analyzed and problems were partially presented. The provision regarding the recognition of academic background of autonomous schools is a provision that should be deleted considering that autonomous schools are designated among general schools. As a task for special cases in educational operation, finding special cases under the premise of special policies and special circumstances of the special self-governing province, special regulations on staff quota, special regulations on classes, etc. and implementation of follow-up measures, special regulations on securing fixed-term teachers, schools An extension of autonomy was proposed.
