공공가치실패 가능성 진단과 대안 - 미국과 한국의 GMO 정책에 대한 비교를 중심으로

국문 초록

본 연구는 공공가치실패 모형에서 제시한 가치판단기준을 정교화하고, 이를 GMO 정책에 적용하여 진단한 후, 그 결과를 바탕으로 GMO 정책의 추진방향을 제안하려는 목적을 가지고 수행하였다. 특히, 미국과 한국의 GMO 정책을 비교하여 두 국가 간의 차이를 규명해보고자 하였다. 연구목적의 달성을 위하여 Bozeman이 제시한 8가지 공공가치실패 진단기준(가치표명 및 종합화 메커니즘, 불완전한 독점, 공급자의 희소성, 단기시간 지평, 자원의 보존과 대체가능성, 편익의 비축, 공공정보의 불완전성, 존엄성과 최저생활에 대한 위협)을 적용하였다. 분석결과, 정책결정과정에서 국민들에게 충분한 의사표명의 기회를 부여하려는 노력이 부족하였고, 중장기적인 관점보다는 단기적인 관점에서 정책을 결정하려는 경향이 나타났다. 또한 국민들에게 충분한 정보 전달 후 설득하려는 노력이 부족하고 인간의 존엄성을 훼손할 가능성이 존재하는 것으로 볼 수 있었다. 이러한 점을 고려할 때, 미국과 한국의 GMO 관련 정책 모두 공공가치실패 가능성이 존재한다고 할 수 있다. 따라서, GMO 정책의 공공가치실패 가능성을 줄이기 위해서는 문제가 있는 기준에 대한 개선전략을 마련하여 추진할 필요가 있을 것이다. 또한, 의사소통기회를 충분히 부여하고 중장기적 관점에서 정책을 설계하여야 하며, 특정 개인이나 집단에게 편익이 비축되지 않도록 하여야 할 것이다. 무엇보다 가장 중요한 인간의 존엄성이 보장될 수 있도록 정책을 설계할 필요가 있을 것이다.

영문 초록

This study aims to refine the public value failure criteria proposed in the public value failure model, apply them to the analysis of GMO policies, and, based on the findings, suggest directions for the advancement of GMO policy. Specifically, it seeks to identify and analyze the differences between the GMO policies of the United States and South Korea through a comparative approach. To achieve this objective, the study utilizes the eight diagnostic criteria of public value failure presented by Bozeman: value articulation and aggregation mechanisms, imperfect monopolies, supplier scarcity, short-term time horizons, resource conservation and substitutability, benefit capture, public information asymmetry, and threats to human dignity and minimum living standards. The analysis reveals several key issues: there has been insufficient effort to provide citizens with adequate opportunities for expression during the policy decision-making process, and a preference for short-term perspectives over long-term ones in policy formulation. Additionally, efforts to persuade the public after providing sufficient information have been lacking, and there is a potential risk to human dignity. These findings suggest that both U.S. and South Korean GMO policies exhibit potential for public value failure. To mitigate the likelihood of public value failure in GMO policies, it is essential to develop strategies to address the identified shortcomings in the public value failure criteria. This includes ensuring sufficient opportunities for public communication, designing policies with a long-term perspective, and preventing the concentration of benefits among specific individuals or groups. Most importantly, policy design must prioritize the protection of human dignity.
