착한가격업소 지원제도 성과와 발전 방안

국문 초록

착한가격업소 지원제도는 주변 상권 대비 낮은 가격으로 고품질의 서비스를 제공하는 업소 지원을 통해 지역 물가 안정화를 도모하고자 2011년 최초 도입되었다. 그러나 제도 시행 10년이 지났음에도 여전히 인지도가 낮고 체계적인 법·재정 지원이 부족한 실정이다. 최근 고물가로 인해 침체된 민생경제 회복 필요성의 증가에 따라 재정지원이 확대되었지만, 지속적지원을 담보하기 어렵다. 제도의 안정적 지원을 위해서는 타당성 확보가 우선되어야 하며, 이를 위해 제도의 성과 분석이 필요하다. 따라서 본 연구는 정량적·정성적 측면에서 성과를 분석하여 세 가지 유의미한 결과를 발견하였다. 첫째, 착한가격지정업소는 지방물가를 낮추는 역할을 하고 있으며 둘째, 착한가격지정업소의 매출액과 영업이익이 증가하는 것으로 확인되었다. 셋째, 정성적 측면에서 착한가격업소 체감 효과를 검토한 결과 가게 이미지 개선, 홍보 효과에 긍정적 영향을 주고 있음을 확인할 수 있었다.

영문 초록

The Support System for Good Price Stores is a policy introduced in 2011 to stabilize regional prices. Although more than 10 years have passed since its implementation, the system remains relatively unknown, and systematic support has not been adequately provided. However, with the recent acceleration of high inflation, the importance of this support system has come into focus. In 2023, for the first time, government financial support was allocated to expand assistance for Good Price Stores. Nevertheless, it is difficult to expect continued financial support without evidence of the policy's positive outcomes. Therefore, it is necessary to analyze the performance of the support system to ensure its validity. This study evaluates the program's outcomes from both quantitative and qualitative perspectives, revealing three significant findings. First, Good Price Stores contribute to reducing local price levels. Second, their sales and operating profits show measurable growth. Third, a qualitative assessment indicates that the program positively influences store image and promotional effectiveness.
