국문 초록

본 연구는 북한의 기후변화 영향과 대응정책을 분석함으로써 북한의 정책적 요구에 부응한 남북 기후협력 방안을 모색하는 데 목적이 있다. 기후온난화는 북한지역이 남한지역보다 심각한 수준에 있다. 북한은 이상기후에 따른 자연재해 피해가 반복적으로 발생하면서 아시아는 물론 세계적으로도 기후위기에 매우 취약한 고위험 국가로 평가받고 있다. 김정은 정권도 기후위기를 체제위협 요인으로 인식하고 정책적 우선순위에 두어 적극 대응하고 있다. 또한 장기적으로 녹색성장을 추구하는 한편, 소극적 대외기조와 달리 기후변화 대응 국제적 협력에 적극적인 태도를 보이고 있다. 다만, 북한은 대북제재 하에서 과학기술의 발전과 당의 지도력 강화 및 대중운동 등을 통해 기후위기를 극복하고자 한다. 하지만, 북한의 열악한 환경과 인프라, 부족한 시설과 자재 및 설비, 전문성 등으로 효율적 대응이 어려운 상황이다. 특히 지방공업발전을 통한 산업화 촉진은 기후위기를 더욱 심화시킬 것이다. 한편, 한국정부도 2030년 온실가스 감축목표 및 2050년 탄소중립 이행과 중장기적 탈탄소산업구조 전환의 당면과제에 직면해 있다. 또한, 기후변화 대응은 4차 산업혁명과 맞물리며 새로운 성장기회를 제공하고 있다. 북한의 기후위기와 자연재해의 영향은 남한에도 직접 영향을 미쳐 공동대응 및 협력이 반드시 필요하다. 이에 따라 한국정부도 ‘그린데탕트’ 구상을 밝히고 있다. 남북 기후협력은 대북제재 하에서도 추진 가능하다. 또한 남북 공동 상생 및 번영을 위한 협력의제로서 남북관계 개선 기제로 작용될 수 있다.

영문 초록

This study aims to analyze North Korea's climate crisis theory and response policies through a research methodology centered on the analysis of North Korean literature and to suggest inter-Korean climate cooperation measures. Climate warming is progressing rapidly on the Korean Peninsula, and North Korea is at a more serious level than South Korea. North Korea is evaluated as a high-risk country that is very vulnerable to the climate crisis not only in Asia but also around the world, as damage from natural disasters due to abnormal climate repeatedly occurs. The Kim Jung-un regime also recognizes the climate crisis as a threat to its regime and is actively responding by making it a policy priority. In addition, while pursuing long-term green growth, unlike the passive external stance, the country is showing an active attitude toward international cooperation in responding to climate change. North Korea seeks to overcome the climate crisis through the development of science and technology, strengthening party leadership, mass movements, and raising awareness. However, it is difficult to respond effectively due to North Korea's poor environment and infrastructure, insufficient facilities, materials, equipment, and expertise. Therefore, climate cooperation is a non-political, non-military issue that can be promoted even under sanctions against North Korea. It is a cooperative agenda that can be mutually win-win for the joint coexistence and prosperity of North and South Korea, and will serve as a cooperation mechanism that can overcome the current strained relationship between North and South Korea.
