국문 초록

본 논문은 19세기 후반 새로운 국제질서 속에서 전통적 외교방식인 사신이 어떻게 운영되었는지에 주목하고자 한다. 이를 위해 첫째, 무역장정의 규정 중 기존의 사신 파견과 관련된 부분을 검토하였다. 고종 19년 만들어진 무역장정은 무역과 관련된 통상(通商)뿐 아니라 조선·청 양국의 외교 방식에 관한 내용도 포함하고 있었기 때문이다. 둘째, 19세기 후반 파견된 사신의 빈도를 파악하도록 한다. 조선은 병자호란 이후 고위 관원을 정사(正使)·부사(副使)로 임명하거나 또는 역관을 책임자로 삼아 정기·비정기적으로 사신을 파견하였다. 셋째, 사신의 파견 목적을 파악하도록 한다. 19세기 후반 다양한 국내외의 정치적 사건이 발생하는 가운데, 사신에게 어떠한 임무가 부여되었는지, 당시 사신의 역할과 기능을 파악하는 데 중요한 점이다. 이상의 분석을 통해 19세기 후반 조선·청 관계 속에서 사신이 수행한 역할을 파악함으로써 기존의 관행이 새로운 국제질서 속에서 지속하고 변용되는 측면을 밝히고자 한다.

영문 초록

This study aims to pay attention to how envoys, a traditional diplomatic method, was operated in the new international order in the late 19th century. First, among the regulations of “Regulation for Transportation and Trade between Korea and China”, the part related to the dispatch of envoys was reviewed. This is because the “Regulation for Transportation and Trade between Korea and China”, which was created in the 19th year of King Gojong's reign, also included information on the diplomatic methods of both Joseon and Qing. Second, in the late 19th century, the frequency of sending envoys is identified. After the Manchu Invasion of Korea, Joseon sent high-ranking officials and interpreters as envoys. Third, it is necessary to understand the purpose of the dispatch of envoys. Amid various domestic and international political events in the late 19th century, the mission of envoys is an important point in grasping the role and function of envoys at that time. Through the above analysis, the role of envoys in the relationship between Joseon and Qing in the late 19th century will be identified. Through this, I would like to reveal the aspects in which existing practices continue and change in a new international order.
