전라북도교육청 소규모학교 지원 정책의 특징 분석

국문 초록

이 연구의 목적은 전라북도교육청의 소규모학교 지원 정책을 Cooper et al.(2004)의 다차원 정책분석모형을 활용하여 분석함으로써 소규모학교 지원 정책의 특징을 파악하고, 소규모학교의 지원을 강화하기 위한 정책적 방안을 모색하는 데 있다. 소규모학교 지원 정책의 특징을 요약하면 다음과 같다. 첫째, 소규모학교 지원 정책은 규범적 차원에서 민주적 평등, 인본주의, 평생교육의 가치를 지향하였다. 둘째, 소규모학교 지원 정책은 구조적 차원에서 지역교육감의 공약과 도교육청 차원의 조례가 주요하게 작용하였다. 특히, 전라북도교육청, 전라북도청, 전북도청 산하 시·군, 교육지원청, 학교, 마을(지역사회)이라는 6개 주체가 소규모학교의 지원을 위한 조직구조를 구성하였다. 셋째, 소규모학교 지원 정책은 구성적 차원에서 정부, 도교육청 및 지역교육지원청, 단위학교 교원, 학생 및 학부모, 지역주민의 요구를 반영하였다. 참여 주체들은 다양한 방식으로 소규모학교 지원 정책 운영에 참여하였다. 넷째, 소규모학교 지원 정책은 기술적 차원에서 단위학교의 자율적인 운영을 강조하고, 외연적 확장을 보였다. 그러나 소규모학교 관련 특색있는 교육과정의 편성 및 운영 방식이 해마다 일회성 경험 수준의 체험 프로그램에 머물렀다. 또한, 소규모학교 지원 정책은 기술적 차원에서 교사들이 겪는 어려움에 대한 세심한 지원체제가 필요하였다. 이 연구는 지원 정책의 특징을 바탕으로 소규모학교 지원을 강화하기 위한 방안을 제시하였다.

영문 초록

The purpose of this study was to systematically analyze the small school support policy of the Jeollabuk-do Office of Education (JOE) using Cooper et al.’s (2004) multidimensional policy analysis model and identify the policy’s characteristics to suggest measures to strengthen support for small schools. The four key characteristics are as follows: First, the policy aimed to promote democratic equality, humanism, and lifelong education at a normative dimension. Second, at the structural dimension, it was significantly influenced by the superintendent's pledges and ordinances at the provincial level. Specifically, six entities—including the JOE, Jeollabuk-do Provincial Government, city and county governments, local education offices, schools, and local communities—formed an organizational structure to support small schools. Third, the policy reflected the demands of the government, education offices, teachers, students, parents, and local residents at a constitutive dimension, with these entities participating in its operation. Fourth, it emphasized the autonomous operation of individual schools at a technical dimension, while also showing external expansion. However, the unique curricula for small schools were limited to annual, one-time programs. Additionally, the policy required more detailed support for challenges faced by teachers. Based on these characteristics, this study proposes practical measures to strengthen support for small schools.
