국문 초록

대학·출연(연)은 교육·연구 주체가 아닌 핵심기술의 생산 및 산학의 협력 주체로서 변모해 상황에서 국가 경쟁력 제고 일환으로 대학·출연(연)에서 이미 활발히 추진하고 있는 민간 기술이전조직(TLO)의 컨설턴트역량이 기술이전 성과에 미치는 영향 요인을 찾고자 하였다. 이를 위해 지식재산컨설팅을 받은 산·학·연 연구자 대상으로 설문조사를 실시하였고, SPSS 프로세스 매크로(macro) v4.2의 Model 6번을 적용하였다. 연구 결과, 지식재산 컨설턴트역량이 기술이전 성과에 영향을 미치는 과정에서 R&D 활동과 IP 창출 활동의 이중 매개효과를 확인하였다. 즉 기술이전 성과를 제고하기 위해서는 내부자원(R&D 활동, IP 창출 활동) 뿐만 아니라 외부 역량(민간 TLO 컨설팅 지원)이 기본 전제되어야 하며 연구자가 컨설팅 결과를 적극 수용하고 R&D 활동과 IP 창출 활동을 병행하여 적용·개선할 때 성과로 귀결됨을 확인할 수 있었다. 지식재산 컨설턴트역량과 기술이전 성과의 관계에서 R&D 활동과 IP 창출 활동 의 매개효과를 검증함으로써, 각각 변인(R&D 활동, IP창출 활동)으로 이루어졌던 선행연구들의 통합을 시도하고 새로운 결과를 도출했다는 점에서 연구적 의의가 찾을 수 있었다. 향후 컨설팅 효과를 극대화하기 위해서는 컨설턴트의 연구 상황에 맞는 적절한 요구사항 수렴, 신속하고 적극적인 응대, 일관성 있는 업무 추진 등의 기본역량과 연구 목적에 맞는 전략적 사고 능력, 분석 및 대안 제시, 커뮤니케이션, 보고서 작성 능력(skill) 등의 직무역량이 필요할 것이다.

영문 초록

This study empirically analyzed the direct effects between IP consultant competence and IP performance, and technology transfer performance and the dual mediation effect between R&D activities and IP creation activities using 259 researchers who have received IP consulting services. The results show that consultant competence has a positive(+) effect on technology transfer performance, consultant competence has a positive(+) effect on R&D performance and IP creation activities, and IP creation activities have a positive(+) effect on technology transfer performance. The results also show that R&D activities mediate the relationship between consultant competence and IP creation activities, and IP creation activities mediate the relationship between R&D activities and technology transfer performance(dual mediation effect). However, R&D activities do not have a positive(+) effect on technology transfer performance, and R&D activities do not mediate the relationship between consultant competence and technology transfer performance. Based on the findings of this study, research implications can suggested can be follows. For the purpose of maximizing consulting effectiveness in the future, it is necessary to have not only basic competencies such as gathering requirements according to the research situation, performing patent work consistently, and responding quickly and proactively, but also specialized competencies such as strategic thinking, analysis and alternative presentation, communication, and report skills.
