경제위기 극복을 위한 가족복지정책

국문 초록

본 연구에서는 경제위기 하에서 가족의 빈곤과 가족해체를 방지하고 경제위기를 극복하기 위한 가족복지정책의 방향을 제시하기 위하여, 1990년대 후반 경제위기 이후 우리나라 가족환경과 가족복지정책의 변화를 살펴보고, 아울러 최근 글로벌 금융위기로 인한 우리나라뿐만 아니라 외국에서 시도하는 정부대응정책을 분석하였다. 본 연구의 방법론은 문헌자료에 의한 문헌연구(document study) 방법을 중심으로 한다. 가족 및 관련 여건의 동향은 정부 및 공공연구기관의 2차 통계자료를 가공하여 핵심적 사항을 중심으로 분석하였다. 또한 정책분석은 정부와 연구소의 관련 계획 및 보고서, 기존의 선행연구, 최근 보도자료 등을 통해 정리하였다. IMF 경제위기 이후 우리나라의 가족복지정책의 변화와 현 금융위기속의 국내외 가족정책의 현황을 살펴본 결과, 공통적인 경제위기 극복을 위한 지원책으로는 소득보장과 세제혜택, 실업수당의 증액, 일자리연계프로그램의 확대, 긴급지원제도의 확대, 기초보장의 사각지대에 있는 빈곤층에 대한 지원, 사회서비스 확대와 사회서비스 일자리 창출 등이 있다. 궁극적으로 정부의 경제위기 극복을 위한 각종 급여수준이 막대히 증대하였지만, 근본적으로 고용을 통한 안정적인 소득보장이 이루어지지 않는다면 경제위기 시의 가족해체를 막는 것은 실제로 불가능하다. 안정적인 고용창출은 단순히 빈곤한 가족에게만 국한되는 것이 아니라 사회 전체적인 문제이므로 노동시장과 연결된 경제위기 극복을 위한 가족지원은 매우 중요하다.

영문 초록

This study is an analysis of Korea’s family environment and changes in family welfare laws after the economic crisis in the late 1990’s; also, this study researches the governmental responsive policy that Korea and some other countries have tried to put into practice due to the current global financial crisis. The research method is mainly focused on document study based on document data. According to the outcome of the research, the recommended policies for overcoming an economical crisis were the following: income security, tax benefits, increasing benefits for the unemployed, a broadening of the labor opportunity network, an emergency support policy, basic assistance support for the poor , an increase in social services and the creation of social service-related labor seats. In conclusion, even though various forms of financial support from the government for overcoming the economic crisis have increased in huge numbers, it could be impossible in reality to prevent family separation if adequate and stabilized income security have not been reached. Therefore, researches need to be conducted so that it moves toward searching for solutions through distributing responsibilities rather than through assigning specific responsibility from the perspective democratic free trade and functional ideology. To prevent families from separation due to poverty under the economic crisis, supplementary input from the effect of other welfare studies are needed to develop a policy of family welfare. Thus, we should focus on this issue with much effort.
