국문 초록

본 연구는 중국의 대한반도 정책의 근간이 되는 전략적 이해관계를 규명해 보는 것을 목적으로 한다. 이를 통해 복잡한 한중관계를 체계적으로 설명하고, 향후 우리 외교정책에 주는 시사점도 도출해 보기 위함이다. 연구 결과 중국의 외교목표는 국제체제에서 대미관계의 안정화와 경제성장에 필요한 안정적 대외환경 조성을 최우선으로 하고 있으며, 한반도에서 평화와 안정, 북한의 체제유지를 통한 현상유지, 한반도의 비핵화를 목표로 하고 있다. 그러나 이러한 중국의 전략적 이해관계는 서로 충돌할 수 있고, 그 경우 중국은 한반도의 평화와 안정을 가장 우선하며 북한의 체제유지, 북한의 비핵화 순으로 중요성을 보고 있다고 평가한다. 이러한 상황에서 우리의 대응은 중국과의 정책공조냐 아니면 미국과 협력을 통해 중국이 우선순위를 바꾸도록 설득․강제하느냐의 선택에 봉착한다. 이 선택은 각각의 장단점이 있어 어려운 선택이다. 이 상황에서 우리의 외교과제는 단기적으로 중국과 안보협력을 강화하는 것이며, 장기적으로 이 딜레마에서 벗어나기 위한 과제는 남북관계의 강화이다.

영문 초록

This study aims to clarify the China's strategic interests toward the Korean Peninsula, which are the underlying basis for China's foreign policies toward two Koreas. This study shows that Chinese foreign policy objectives put both the stabilization of U.S.-China relationship and peaceful external environment for economic development on the first priority. For the Korean Peninsula, China's strategic interests are mainly focused on peace and stability in the peninsula, status quo in the peninsula with the North Korea's regime survival, and denuclearization of the Korean peninsula. However these interests conflict each other. In such case, China's priority order becomes, 1) peace and stability in the peninsula, 2) the North Korea's regime survival, and 3) denuclearization of N. Korea. This explains the Chinese attitudes that had shown after the sinking of Corvet Cheonan and the artillery attacks on Yonpyoung Island by N. Korea. It provides a dilemma for S. Korea's policy-making; whether S. Korea's policy priority should be changed to be in line with that of China or persuade/coerce China with American help to change China's policy priority. Both has advantages and disadvantages. To overcome this dilemma only solution seems to be the cooperation between two Koreas. But this is not easy either. In the meantime S. Korea should put a great effort to enhance security cooperation with China.
