국문 초록

최근 몇 년간 특히 중국의 시진핑 정부와 일본의 아베 정부 출범 이래로, 중국과 일본은국방 분야에 있어서 많은 변화를 가져왔다. 중국과 일본의 국방개혁의 세부적인 내용은 서로 상이하긴 하지만, 전반적인 국방개혁 방향은 유사한 점이 많이 있다. 특히, 중국과 일본모두 국방 관련 법규 및 제도 개정, 군 조직 개편, 작전지휘체계 정비 등 대대적인 개혁을추진하고 있다는 것이다. 이러한 것들은 결국 군사력 사용에 대한 근거를 마련하는 것이고, 동시에 군사력 운용의 효율성을 높이기 위한 조치들로서, 역내 국가 간 상호불신의 확산과지역질서의 불안정성 증대라는 부정적인 결과를 초래할 가능성이 매우 높다. 한 발 더 나아가 한반도 안보에 미칠 영향도 클 것으로 전망된다. 이에 본 연구에서는 한국의 안보와 매우 밀접한 관계를 지닌 주변국 중국과 일본의 국방개혁의 지향방향성과 최근 동향, 그리고 지역 안보정세에 미치는 영향을 평가해봄으로써, 문재인 정부 출범이래 국방부가 추진하고자 하는 국방개혁에 대한 시사점을 도출해 보고자 한다.

영문 초록

Since the inauguration of China’s Xi Jinping and Japan’s Shinzo Abe administration, both countries have introduced various changes to their national defense. Although detailed contents are different, the general directions of these national defense reforms are quite similar, particularly the extensive reforms to military organization, command system, and the revision of national defense related legislations and regulations. All these efforts are for providing a basis for military action, and to improve the military management efficiency. Such measures are highly likely to incur negative results such as growing distrust between countries and increased instability of regional order. Furthermore, it will drastically affect the security of the Korean peninsula. Thus the present study aims to review and comparatively analyze the defense reforms of China and Japan over the last few years. Through this analysis, the effect of the reforms will have on the regional order of Northeast Asia and on the situation in the Korean peninsula will be speculated. The study expects to provide a useful reference to the Korean government for assessing the regional security situation from an objective and realistic perspective for establishing counter strategies by evaluating the reform directions of China and Japan’s national defense reforms, which are closely associated with Korean security, and how it affects the regional security situation
