국문 초록

본 논문은 2018년 4월 27일 판문점 선언을 통하여 올해에 남과 북이 종전선언과 평화협정을 체결하겠다고 합의함에 따라 평화협정에 관한 사항을 정리한 후 그의 체결에 따른 소망성과 위험성을 분석하여 위험성 최소화를 위한 과제를 제시하기 위한 목적으로 작성되었다. 이를 위하여 평화와 평화체제, 평화협정에 관한 개념부터 정리한 후, 한국의 평화상태를평가한 다음, 평화협정 체결에 따른 소망성과 위험성을 평가하였다. 분석의 결과, 평화협정 체결의 소망성이 없는 것은 아니지만, 그 위험성도 적지 않음을식별하였다. 특히 유엔군사령부 해체와 주한미군 철수의 가능성처럼 한반도 안보의 근간을흔들 요소도 발견되었다. 따라서 소망성에 근거한 신속한 평화협정의 체결보다는 위험성을감소하기 위한 조치가 충분히 강구된 다음에 특히 북핵 폐기가 확인된 다음에 평화협정을체결할 필요성을 제기하였다. 나아가 한국 정부와 국민들은 평화, 평화체제, 평화협정에 관한 냉정한 인식을 가질 필요가 있고, 평화협정 체결 이전에 북한의 핵무기와 한미동맹을 강화할 수 있어야 하며, 최악의상황에서도 국민들의 안전을 보장할 수 있도록 군사대비태세를 강화하는 가운데 북한과의신뢰구축에 노력할 것을 제안하였다

영문 초록

This paper is written to analyze the desirability and risks of the peace agreement between South Korea and North Korea and suggests some recommendations before the two sides decide to sign the agreement this year as pronounced at Panmunjom on April 27, 2018. For this purpose, it revisits the concepts of peace, a peace regime and a peace agreement, revaluates the level of peace on the Korean Peninsula and analyzes the desirability and risks of South Korea if it agrees on a peace agreement with North Korea. As a result, this paper found that the risks of a peace agreement with North Korea at this point seemed to outweigh the desirability of the agreement. Especially, the dismantlement of the United Nations Command and the possibility of withdrawal of the US forces from South Korea could fundamentally undermine the national security of South Korea. In this sense, South Korea needs to pursue a peace agreement after it adopts necessary measures to minimize the risks of the agreement. In addition, South Korean people should realistically understand the concept and limitations of peace, a peace regime and a peace agreement and reinforce its alliance with the US as a precautionary measure. They should strengthen their military preparedness against the worst case scenario, while building up confidence measures with North Korea.
