특수교육기관의 지역적 불균형에 대한 분석

국문 초록

연구목적: 본 연구는 특수교육기관의 지역적 불균형과 관련된 변인을 분석하고, 지역적 불균형과 관련된 변인들을 군집화하여, 군집별로 어떠한 차이가 있는지를 분석하고자 하였다. 연구방법: 2018 서울특별시교육청 특수교육 통계자료를 활용하였다. 성별, 과정, 장애영역, 통학 거리 및 통학 방법 등의 변인을 빈도분석, 교차분석 및 신뢰도분석, 군집분석하였다. 또한, 변인별 유형화를 위해, 학생밀도지수, 학교밀도지수, 원거리통학비율 등을 산출하였다. 연구결과: 서울특별시의 자치구는 총 6개 유형으로 군집화 되었으며, 각 군집은 외부 유입형, 외부 유출형, 학생 밀집형, 복합형, 외부 유입형, 원거리 통학형으로 명명하였다. 각 군집은 장애영역, 과정, 통학 방법 및 통학시간 등에서 차이가 있는 것으로 나타났다. 결론: 특수학교 설립을 통한 과밀 학급 및 원거리 통학을 해소하고, 특수학교의 불균형적인 설립을 근본적으로 해결하기 위한 방안이 논의될 필요가 있다. 특히, 특수학교 설립 부지 확보를 위한 법률적 개정이 시급하며, 부설형 특수학교, 소규모 특수학교 등 다양한 유형의 특수학교에 대한 논의가 필요하다. 후속 연구에서는 입지계수 등을 활용한 물리적 환경에 대한 입지 분석 뿐만 아니라, 특수교육대상자 선정기준, 학생 수용 계획 관련 정책, 지역주민과의 협력 등과 관련된 심리적인 환경을 고려한 분석이 필요하다.

영문 초록

Purpose: The purpose of this study was to analyze the variables related to regional imbalances in special education institutions, to cluster the variables related to regional imbalances, and to analyze the differences among clusters. Method: For the study, 2018 Seoul Metropolitan Office of Education Special Education Statistics' was used. The variables such as gender, course, disability area, commuting to school time, and commuting to school method were analyzed for frequency, cross analysis and reliability analysis, and cluster analysis. In addition, for the classification by the variables, the student density index, school density index, and long-distance commuting ratio were calculated. Results: Counties in Seoul were classified into external inflow type, external outflow type, student phalanx type, complex type, external inflow type, and long-distance commuting to school type according to the classified clusters. Each cluster was found to be different in areas of availability, school course, communicating to school method, and communicating to school time. Conclusion: It is necessary to discuss ways to resolve overcrowded classes and long-distance commuting to school through the establishment of special schools, and to fundamentally resolve the imbalanced establishment of special schools. In particular, it is urgent to revise the law to secure the site for the establishment of a special school, and it is necessary to discuss various types of special schools such as the attached special schools and small special schools. In the follow-up studies, it is necessary to analyze not only the location analysis of the physical environment using location quotient, but also the psychological environment related to the criteria for diagnosis of special needs students, policies related to student acceptance, and cooperation with local residents.
