북한이탈주민의 취업지원제도 개선에 관한 연구

국문 초록

본 연구의 목적은 북한이탈주민들의 취업지원제도 개선방안을 제시하는것이다. 그리고 이러한 연구목적을 달성하기 위해 먼저 선행연구 검토와 노동시장 이론에 대해 살펴보았으며, 기존의 북한이탈주민 취업지원제도에 대한 분석과 평가를 바탕으로 몇 가지 개선방안 역시 제시하였다. 본 연구에서 제시한 북한이탈주민들의 취업지원제도 개선 방안은 다음과 같다. 첫째, 북한이탈주민들의 자립과 자활 역량 강화를 위해 기존 취업지원제도 개선의 목표를 ‘제도 의존성 감소’에 두어야 한다. 이러한 측면에서 특히 현재 직업훈련, 자격취득, 취업 장려금 제도 등은 대폭적으로 정책적 개선이 이루어져야 할 것으로 보인다. 둘째, 남한 내에서 북한이탈주민들에 대한 취업지원을 정당화 할 수 있는 사회적 합의가 우선적으로 도출되어야 할 것으로 보인다. 궁극적으로 이러한 국민적 합의에 기초한 지원제도는 사회통합을 이끌어낼 수 있는 토대가 될 것이다. 셋째, 북한이탈주민들의 사회연결망 구축을 위한 지원이 필요하다. 사회연결망은 직접적으로취업지원제도로 볼 수는 없지만 현재 북한이탈주민들의 구직활동 패턴에서개인적인 노력과 관할 경찰관의 도움이 큰 부분을 차지하고 있다는 측면에서 사회연결망 확충의 방안을 제도적으로 만들어 두는 것도 이들의 구직활동에 큰 도움을 줄 수 있을 것이라고 판단된다. 마지막으로 직업의 안정성이 확보된 일자리를 제공할 수 있는 종합적이고 실질적인 방안이 마련되어야 한다. 이러한 측면에서 본 연구에서는 가칭 ‘북한이탈주민 커리어개발센터’를 지역 하나센터 내에 설치할 것을 제안하였다. 이 센터는 취업능력을 향상시킬 수 있는 프로그램과 취업을 알선하는 기능을 동시에 제공하면서 상설기구로 운영되어져야 한다.

영문 초록

Due to an influx of North Korean Defectors has been dramatically increased after the early of 2000, population of them just passed over 30,000 on the middle of 2018. In the meantime, a settlement supporting policy of Korean Government for North Korean Defectors also has developed in order to deal with improving their settlement conditions. However, Because the policy still expose weakness to overcome several problems that relate economic adaptation and sociocultural difference, they are degraded to marginal group in our society. This study, based on analysis of this reality, attempts to proposes a positive improvement direction through out analysing a employment supporting system of North Korean Defectors that has been changed and developed several times. Improving plans of this study results are as follows. First, A goal of Korean government supporting system of employment need to focused on ‘decrease of system dependence’ in order to increasing abilities of self-reliance and self-support for them. Second, Korean government also need to offer planes that improve public attitudes changing of North Korean Defectors. Third, Korean Government need to support their channels of social networks which connect between internal and external of them. Finally, Korean Government need to establish ‘career development center which offers a basic vocational training education and a job placement for a job stability.
