청년 주거지원제도와 공공임대주택의 발전방안에 관한 연구

국문 초록

본 연구는 청년들의 당면한 가장 큰 사회문제인 일자리 문제와 주거문제 해결을 위한 대안으로서 현 정부에서 2020년 도입한 일자리 연계형 지원주택 사업으로서 청년창업지원형 공공임대주택 사업의 발전방안을 모색하고자 하였다. 이를 위해 현재의 청년창업지원형 공공임대주택 추진 현황을 살펴보고, 청년층을 대상으로 한 청년창업지원형 공공임대주택 공급방안에 대한 요구와 현재의 주거환경만족도를 분석하였다. 청년창업지원형 공공임대주택 공급에 대한 고려사항은 임대료를 가장 핵심적 과제로, 대중교통접근성을 중요한 요인으로 인식하고 있으며, 공간의 형태는 30평 이상의 넓은 공간을 요구하는 반면, 형태는 오피스텔 구조로 요구하고 있어 업무와 주거의 통합을 요구하는 것으로 파악되었다. 한편, 현재의 주거환경만족도는 성별에 따라서는 쾌적성이 뚜렷한 차이를 보이는 가운데, 창업동기 이유에 따라 안정성, 쾌적성, 경제성에 대한 만족도에 차이를 보이고 있는 것으로 나타났다. 또한 소득이 낮을수록 환경에 대한 평가는 안정성과 경제성에 대하여 관대한 평가를 하고 있으며, 학력에 따라 유의미한 차이는 나타나지 않았다. 이에 창업지원 공공임대주택의 입지적 요소는 다양한 사회적 활동 요소가 복합적으로 고려되어야 하며, 주택의 공간 구성 또한 수요자의 욕구에 따라 다양하게 설계되는 것이 필요하다. 마지막으로 주거비 지원 방식에 있어서 창업자금의 부담을 완화 측면에서 주거비 지원 방식의 활용을 함께 고려하는 것이 필요하다.

영문 초록

As an alternative to solving the job problem and housing problem, which are the biggest social problems facing young people, this study sought to develop public rental housing project of the youth start-up support. Considering the supply of youth start-up-supported public rental housing, rent is the most important task, public transportation access is recognized as an important factor, and the form of space requires more than 30 pyeong of space, while the form requires an officetel structure, requiring integration of work and housing. On the other hand, it was found that the current satisfaction with the residential environment showed a clear difference in comfort depending on gender, and the satisfaction with stability, comfort, and economic feasibility depending on the reason for the motivation for start-up. In addition, the lower the income, the more generous the evaluation of the environment is about stability and economic feasibility, and there was no significant difference depending on the educational background. Accordingly, the locational elements of start-up support public rental housing must be considered in combination with various social activity factors, and the spatial composition of the house also needs to be designed in various ways according to the needs of consumers. Finally, in terms of easing the burden of start-up funds in the housing cost support method, it is necessary to consider the use of the housing cost support method together.
