국문 초록

본 연구는 우리나라의 소프트웨어 혁신의 정도를 파악하는데 주요 목적이 있다. 미국특허청(USPTO)의 실용특허(utility patents)를 분석한 결과, 우리나라는 전체 산업에서 주요 혁신 국가들에 비해 낮은 소프트웨어 혁신 비중을 보였다. 전체 특허를 6개의 산업에 매칭(matching)한 후, 산업별 분석을 실시한 결과도 동일한 결과를 보였다. 청구범위 분석 결과, 소프트웨어 관련 특허는 하드웨어 관련 특허보다 그 가치가 높은 것으로 나타났다. 우리나라의 소프트웨어 관련 특허는 주요 혁신 국가들의 소프트웨어 관련 특허에 비해 낮은 가치를 보였다. 본 연구는 IT 산업 외 다양한 산업과 국가들의 소프트웨어 혁신의 정도를 비교적 객관적인 특허 자료를 통해 파악한 데 의의가 있다. 소프트웨어 혁신 역량을 향상시키기 위해서는 전문성을 갖춘 소프트웨어 인력 확보가 중요하다고 생각되며, 이 외에 다른 정책들도 모색할 필요가 있다.

영문 초록

Software technology has become more important in several industries. This study aims to measure the level of software innovation of South Korea and other major countries. For this purpose, this paper analyzes the USPTO’s utility patents granted from 1990 to 2014. The results indicate that the share of software-related patents of South Korea was lower than other countries(The United States, Japan, Germany, and France). Analyzing each industry draws consistent results that South Korea’s innovation less software-intensive than the other countries. This paper compares the value of patents measured by the number of claims between the software-related patents and other patents: software-related patent’s value seems to be higher than the other patent’s value. This paper contributes to understanding the level of software innovation of five major innovative countries in six industries. This paper implies that the shortage of skilled software engineers is one of the biggest obstacles to software innovation in South Korea. Other public policies should also be considered to enhance the capacity of software innovation in South Korea.
