국문 초록

1인 2표제가 준용되는 혼합형 선거제도에서는 지역구 선거 결과와 비례대표 선거 결과가 서로 영향을 미치는 혼성효과(contamination effect)가 존재한다고 알려져 있으며, 이는 혼합형 선거제도가 다수대표제와 비례대표제의 단순한 혼합이 아니라 독립적인 선거제도라고 주장하는 이들이 내세우는 주된 근거 중 하나이다. 본 연구는 이러한 혼성효과가 한국의 국회의원 선거에서도 발견되는지 검토한다. 본 연구는 19대 국회의원 선거에서 지역구 후보자 출마 여부가 지역에서 해당 정당의 비례대표 득표율에 미치는 영향을 분석하였다. 분석 결과, 지역구 후보자 출마가 수도권 지역에서 해당 정당의 비례대표 득표율을 제고한다는 사실을 확인하였다. 본 연구의 발견은 한국에서 비례성을 제고하는 선거제도 개혁이 이뤄질 경우 지역구 선거에서의 선거 경쟁이 보다 심화될 가능성이 높음을 함축하고 있다.

영문 초록

It had been known that there is a contamination effect, in which the election result of a certain district and the election result of proportional representation put impact on one another, in a mixed electoral system where 2 votes are granted per person. It is one of the critical grounds on which those who argue that a mixed electoral system is not a mere combination of a majority representation system and proportional representation system, but one of many electoral systems, build their argument. The study reviews whether such combination effect actually exists in Korea’s legislative election or not. In this study, the author has analyzed how the existence of candidates for electoral districts influenced the number of votes won for that proportional representative of the respective party in the 19th legislative election. It had been analyzed that when a candidate runs for office in a district, it increases the number of votes won to the respective party. Findings of this study imply that an electoral reform to show better proportionality in Korea may lead to more competitive elections at district-level.
