국문 초록

본 연구는 세계사회이론을 토대로 정부조직개편 과정 및 기능-구조 간의 조합의 변화 과정을 분석하여 정부 기능과 구조의 역동적인 변화 과정에 영향을 미치는 요인을 탐색적으로 도출하는 것을 목적으로 한다. 대부분의 국가는 서구화된 정부모델을 기반으로 하고 있으며, 보편화된 정부기능과 구조의 틀 내에서 세계사회라는 제도적 장(institutional fields)이 제공하는 다양한 규범과 압력에 조응하고 있다. 이러한 현상은 1990년대를 전후로 공산권이 붕괴되고 서구 정부모델이 보편적인 정부모델로 자리 잡으면서 가속화되기 시작한다. 세계사회는 다양한 영역에서 책임성의 규범을 제공하며 새로운 정부기능 출현에 영향을 미침과 동시에, 1990년대 이후 신자유주의 이념의 확산에 따라 효율성의 규범을 제공하여 구조와 규모의 통제에 영향을 미친다. 또한 책임성과 효율성이라는 상충되는 규범은 기능과 구조의 다양한 조합에 영향을 미친다. 본 연구는 1960년부터 2010년까지 OECD 국가의 정부기능 및 구조의 평균적인 변화와, 7개국 정부기능과 구조가 조합되는 방식을 분석한 결과 동형화의 압력 속에서 이형적인 분화의 가능성을 확인하였다. 이러한 현상은 규범과 공식 제도 간의 느슨한 연계와 정부조직개편이 지닌 상징적인 속성에 기인한다. 이에 따라 본 연구는 세계사회의 다양한 규범적 압력이 상호작용하여 정부의 기능과 구조에 영향을 미치는 방식을 규명하기 위한 실증적인 접근의 필요성을 제기한다.

영문 초록

This research explores variations between government functional scope and structure and the sources of dynamics in the process of government organizational reform. Most nation-states in the modern world society are conforming to various norms and pressures that requires government to adopt new accountability in their organizational structure. As the westernized government model has been universalized after the collapse of communist countries, nation-states are more conforming to the rapidly expanding world society rules and norms. World society provides norms of accountability in various fields of government activity and affects emergence of new functional scope of government. In parallel with this expanding norms, the norm of efficiency that requires government to be smaller has become the other source of functional and structural variations after the diffusion of neo-liberalism. The interaction between these two contradictory norms would affect dynamic combination of functions and structure of government. There is isomorphic diffusion of each functional role of government, but there is also possibility of dimorphic diversification when functional arrangement combines with structure for norms of accountability and efficiency are loosely connected and government reorganization, in result, becomes at least partially symbolic action. Finally, this research suggests the necessity of empirical test on the way of these various norms and pressures affecting functions, structures, and their combinations.
