박정희 정권기 농촌근대화촉진법 제정의 결과와 성격

국문 초록

박정희 정권은 2차 경제개발 5개년 계획을 기점으로 주곡 증산, 농공병진을 표방하였다. 토지개량사업을 위한 대규모 차관도입을 계기로 1969년 제정된 농촌근대화촉진법은 농업생산력 증대를 추구한 정부 농정방침의 결과였다. 법안에 따른 구체적인 정책은 대규모 토지개량사업을 위한 농업진흥공사와 토지개량조합을 대체한 농지개량조합의 설립이었다. 토지개량조합연합회와 지하수개발공사를 합병한 농업진흥공사는 정권의 인사개입과 거듭된 하청구조 속에서 부실한 재정을 기반으로 한 비합리적인 기관이 되었다. 농지개량조합 역시 정부가 실질적으로 장악한 가운데 장기채와 과다한 행적직 등 문제에 시달리며 농민들과 유리되었다. 박정희 정권이 추구한 ‘농촌근대화’는 오히려 농촌근대화촉진법으로 인하여 부실한 재정과 방만한 운영이라는 문제에서 벗어나지 못하였다. 이는 농업생산력 증대와 농촌근대화를 위한 여러 사업에서 당사자인 농민을 소외시키는 결과로 이어졌다. 정부의 지원과 주도가 역효과를 불러일으킨 것이다.

영문 초록

The Park Chung-Hee regime advocated increasing production of rice and co-advance of agriculture and the industries based on the Second Five-Year Economic Development Plan. Agricultural Community Modernization Promotion Act is the result of the Park Chung-Hee regime s agricultural policies in the late 1960s, which sought to increase agricultural productivity. Specific policies under the bill were the establishment of Agricultural Development Corporation for large-scale land improvement projects and Farmland Improvement Association, which replaced Land Improvement Association. Agricultural Development Corporation has become an irrational institution due to subcontract structures and poor fiscal management. Farmland Improvement Association were also separated from farmers due to long-term debts and excessive administrative manpower under the control of the government. The Agricultural Community Modernization pursued by the Park Chung-Hee regime was not free from the problem of poor finances and lax management due to Agricultural Community Modernization Promotion Act. This led to alienation of farmers who were involved in various projects aimed at increasing agricultural productivity and agricultural community modernization.
