공공부문 기관장 직급의 결정요인에 관한 연구

국문 초록

본 연구는 공공조직의 기관장 직급의 결정요인을 규명하는데 목적이 있다. 기관장의 위상은 기관의 설립목적을 달성하는데 필요한 제도적 지원 및 자원의 동원, 기관장의 권한 범위, 조직구성원들의 사기 등과 밀접한 관련이 있다. 공공조직의 기관장의 위상은 대체로 공직분류체계에 따른 직급으로 결정이 되고 있으나, 공모를 통해 충원하는 기관의 경우 대체로 명확한 기준없이 기관별로 상이한 직급에 보임되고 있다. 이에 본 연구에서는 경제자유구역청을 기준으로 하여 자격기준의 제도화 수준, 조직규모, 업무특성을 중심으로 중앙 및 기타 공공기관의 사례를 비교·분석하여 기관장의 직급 결정요인을 도출하고자 하였다. 분석결과, 경제자유구역청과 유사한 특성을 지닌 기관 즉, 자격기준의 제도화 정도가 높고 조직규모가 상대적으로 큰 기관, 그리고 다양한 이해관계자와의 협력이 필요한 업무특성이 있는 기관들은 그렇지 않은 기관에 비해 기관장의 직급이 다소 높은 수준으로 책정되고 있었다. 이러한 결과를 바탕으로 향후 공공부문의 기관장 충원 시 보임하는 직급은 조직의 규모와 기능, 업무 특성 등을 고려해야 하며, 특히 이에 부합하는 자격기준을 명확히 함으로써 기관 간 위상을 정립하고 책임범위를 설정하는데 고려해야 하는 요소임을 제시하였다.

영문 초록

The purpose of this study is to investigate the factors that determine the class of the director in public institutions. The status of the director is closely related to institutional supports required to accomplish the institution’s purpose of establishment, resource mobilization, the scope of authority of the director, as well as the commitment of the institution members. Although the status of the director of a public institution is generally determined by the class of the position classification of public offices system, institutions that recruit openly usually do not have clear standards and thus assign the recruited directors to different classes for each institution. Hence, this study aimed to deduce the factors that determine the class of the director by comparative analysis of central and other public institutions while focusing on the degree of institutionalization of qualification standards, size of the organization, and characteristics of the work with the Free Economic Zone Authority as the standard. Analysis of the results indicated that in institutions with similar characteristics as the Free Economic Zone Authority, namely those with relatively large size and high institutionalization of qualification standards, and in institutions that require collaboration with various interested groups, the class of the director was set at fairly high levels compared to institutions that lacked these features. Based on these results, this study proposed that assignment of class in future recruitment of directors in the public sector should take into consideration the size, function, and work characteristics of the organization. In particular, setting clear qualification standards that meet these aspects is a factor that should be considered in establishing the status and scope of responsibilities across institutions.
