국문 초록

본 연구는 16대 국회의원 웹사이트에 포함된 아웃링크 데이터를 이용하여 네트워크 분석을 시도한다. 이것은 인터넷에서 발생하는 하이퍼링크 데이터를 이용해 네트워크 분석을 수행하는 일련의 절차를 제시하고 나아가, 정치 행위자들의 인터넷 커뮤니케이션의 의제에 대한 이해의 폭을 넓히는 의의가 있다. 분석자료는 2003년 6월 동안에 16대 국회의원 웹사이트를 직접 방문하여 수집하였다. 본 연구의 주요 결과는 다음과 같다. 국회의원들은 정당, 국회, 지방정부, 중앙정부. 시민단체, 오프라인 신문사, 오프라인 방송사의 순서로 아웃링크를 많이 설정하고 있었다. 요약하면, 국회의원 웹사이트의 아웃링킹 행위는 자신의 정치적 신념이나 이데올로기적 지향을 드러내기보다, 중립적인 컨텐츠의 제공과 함께 방문자들이 정보를 좀 더 효율적으로 찾을 수 있도록 도와주는 항해적(navigational) 하이퍼링킹에 가까웠다.

영문 초록

With the increasing use of the Internet among the public, politicians make use of the Web as a tool for facilitating a contact with their constituents and supporters. A web link can be seen as potential new channel of political networking in achieving public recognition and serving as social symbols or signs of mutual cooperation. This paper examines the communicative agendas of politicians as represented in their web outlinking practices. Incoming links refers to the links a website receives from the other sites, while outlinks are the links originating from a site. Since outlinks are initiated and modified by actors who produce websites, outlinking practice may reflect their communication choices and agendas. The data were obtained from the homepages of South Korea s National Assemblymen for June 2003. Outlink data were put into a 2-mode matrix in which rows represent types of outlinking Assemblymen s sites and columns, outlinked political sites. Types of political sites were divided into five categories: political parties, government agencies, legislative bodies, press organizations, civic & advocacy groups. Several analysis techniques such as hyperlink network analysis were employed. Some of preliminary findings are as follows: There was more content navigation/relevance-based linking practice than self-expressive/ideological. Assemblymen s websites were least hyperlinked to civic & advocacy groups among other categories. Assemblymen showed their weak ties with unofficial research group and parliamentary committee. There was more outlinking to the websites of the existing press organizations than to those of independent online presses, except for magazine.
