발달장애 영유아 가족지원을 위한 통합서비스 모형 개발: Living Lab 방식을 적용한 프로그램 탐색

국문 초록

본 연구의 목적은 리빙랩 방식을 적용하여 발달장애가 있는 영유아 가족들의 욕구를 파악하고 이를 위한 통합지원서비스체계모형을 개발 및 적용해봄으로써 사회복지 분야에서 리빙랩 방식적용의 유용성과 이를 토대로 개발된 프로그램의 효과성을 탐색해 보는 데 있다. 이에 따라 발달장애 영유아 가족, 서비스제공자, 공무원, 전문가로 리빙랩을 구성하여 발달장애 영유아 가족의 욕구를 파악하고 이를 토대로 프로그램을 개발하여 적용해보았다. 확인된 욕구는 장애의 조기발견과 조기개입의 필요성, 양육 관련 정보 제공, 가족관계 파악과 적절한 지원서비스 제공, 이를 위한 통합지원서비스체계의 구축 등으로 나타났다. 이러한 욕구를 바탕으로 장애인종합복지관을 거점기관으로 하는 프로토타입의 통합지원서비스모형을 개발하고 미진단 발달장애 영유아 두 가족에게 필요한 지원서비스를 제공하였으며, 분석방법으로 자기효능감 척도와 가족관계 만족도 척도, 프로그램 만족도 척도로 양적 평가를 진행하고, 프로그램 만족도 인터뷰와 집단심층면접(FGI)을 통한 질적 평가를 진행하였다. 장애 가족과 이해당사자가 공동으로 개발한 서비스를 지원체계를 통해 제공한 결과, 이용자들의 서비스 만족도를 높이고 이해당사자들의 사업추진 필요성에 대한 공감대를 높여 서비스의 연계가 원활하게 이루어질 수 있었다. 본 연구결과를 통해 지역사회 기반의 서비스연계가 필요한 통합지원체계를 구축할 때 이용자가 주도하고 이해당사자들이 공동으로 참여할 수 있는 리빙랩 방식을 적용하는 것이 통합지원서비스체계의 추진력과 지속가능성을 높이는 데 효과적일 것이라는 점을 도출할 수 있었다.

영문 초록

The purpose of the present study is to determine the needs of the families of infants and toddlers with developmental disorders by applying the living lab method. Based on the determined needs through this approach, this study designed and implemented an integrated support service system model that can effectively provide support for such families to suggest for constructing a model for an integrated support service in the future. In pursuing this objective, the present study operated a living lab for families with infants and toddlers who have developmental disorders, service providers, government workers, and experts, and it determined the needs of the families of infants and toddlers with developmental disorders. The results of the study showed that there is a need for an integrated support service model that can organically provide various services including early discovery, child rearing, information gathering, family relations, and connections with appropriate support services. Following this discovery, the study developed an integrated service model with the welfare center for the disabled as the hub institution and provided services for the integrated support service model for two families who have infants and toddlers with developmental disordered but have not been diagnosed yet. As an analysis method, quantitative evaluation was carried out by self-efficacy scale, family relationship satisfaction scale, and program satisfaction scale. Qualitative evaluation was conducted through interviews with program satisfaction and focus group interview(FGI). The results of providing support services showed that the level of satisfaction for service increased through a design that is centered on the disabled family. It is expected that such achievements of the present study is to provide a foundation for increasing the initiative and sustainability of an integrated support service system.
