영문 초록

During the last five years, we have experienced severe speculations and sudden rises in both land price and housing price. Thus, Roh s government announced lots of land and housing policy measures to solve the two problems. This paper is aimed at evaluating land and housing policies driven by Roh s government within a comprehensive perspective. The major policy implications are summarized as follows: Firstly, housing supply by urban redevelopment and reconstruction should be considered. Secondly, this paper also insists that the introduction of balanced windfall-wipeout system to reduce speculations in land and housing market is necessary. Finally, this study also suggests that the integration of land policy and urban planning, such as land development permit system will be needed.
