국문 초록

본고의 목적은 도시경쟁력을 향상시키는 방안을 제시하는 데 있다. 이러한 방안을 제시하기전에 우선 서울과 수도권을 중심으로 우리나라 도시가 안고 있는 문제점들을 간략히 지적해 보고 자 한다. 우리나라 경제가 그러했듯 우리 도시들도 양적으로 매우 빠르게 성장하는 과정에서 서구 도시들에 비해 많은 문제점들을 노정하여왔다. 가장 큰 문제는 사람 사는 데는 물론, 기업하기에도 비용이 너무 많이 든다는 점이다. 근본적인 이유는 비싼 집값과 불충분한 교통인프라 때문이다. 이러한 비효율이 누적되는 한 선진국은 물론, 동아시아지역의 일부 대도시에 비해서도 국제경쟁력에서 뒤질 수밖에 없다. 그럼에도 불구하고 모든 개발정책은 아직도 서울과 수도권 중심으로 추진되고 있는 것이 현실이다. 따라서 수도권은 더욱 비대화 되고, 결과적으로 도시경쟁력은 계속 하락할 것이며, 이는 우리 경제의 발목을 잡아 ‘고비용, 저성장’ 현상을 가속화하지 않을까 염려되는 것이다. 이 글에서는 우선 도시경제의 발달과정에 대해 간략히 논의해보기로 한다. 이어서 도시경쟁력에 대한 정의와 우리나라 도시성장을 시대적으로 조명하고 왜 경쟁력에 있어 뒤질 수밖에 없는지를 구명해 보기로 한다. 끝으로 도시경쟁력을 제고 할 수 있는 몇 가지 방안을 제시해 보고자 한다.

영문 초록

In this globalized world cities are competing with each other and a nation s economic development relies heavily on urban competitiveness. Consequently the analysis of the urban competitiveness is a subject that is of utmost interest to national decision makers. This paper discusses urban competitiveness of the city of Seoul and its metropolitan region. It consists of four chapters. Chapter one reviews urban growth theory, focusing on various elements that help the cities grow in size and complexity, including such economies as agglomeration, localization and urbanization. Chapter two touches on a set of factors that influence urban competitiveness; environment, infrastructure, urban economies and industrial mix, civic culture/mind, and governance. It describes how these five factors interact with each other to help improving urban competitiveness. Chapter three examinesthe way in which the city of Seoul has grown since 1960 s with particular focus on industrialization and urbanization and its effects on extreme polarization, arguing that polarization has caused the city to become less competitive as it has suffered from congestion and pollution as a result of rapid growth. The final chapter suggestsways to improve its competitiveness, including; 1) role of the democratically matured citizens who voluntarily participate in urban affairs and resolve conflicts through mutually beneficial means (eg., negotiation) 2) strengthening the urban economic bases, both inter and intra, to maximize industrial linkage effects with special emphasis on such business supporting functions as legal, accounting and consulting services; 3) promoting urban infrastructure facilities, mass transit system and cultural ones in particular; 4) making city less costly to live and run businesses as compared with other competing cities in the world and 5) improvement of urban amenities and governance structure. Particularly emphasized is the reduction of the city s population to amanageable level and the importance of human-scale and community-based urban design
