국문 초록

영국은 캐머런 내각의 출범 이후로 첨단기술 클러스터 정책을 지속적인 경제성장과 미래의 국가경쟁력 담보를 위한 핵심 의제로 채택하여 추진해 오고 있다. 처음에는 런던의 동부지역을 중심으로 시작했지만 차츰 그 영역을 확장하여 최근에는 전국적으로 클러스터 거점을 육성하고 상호 긴밀한 네트워크를 구축함으로써 세계적인 첨단기술 국가를 구현하려는 프로젝트로 진화했다. 클러스터 정책 추진 과정에서 확인된 해외 인재의 유치를 위한 이민 비자제도의 개선, 대학의 역할중시, 디지털 경제 부문 일자리의 급증, 디지털 부문 노동자들의 높은 생산성과 임금 수준, 지역별로 특화된 클러스터의 육성과 지역경제의 성장 등은 영국의 클러스터 정책에 대한 긍정적인 평가와 전망을 하게 하는 요인들이다. 하지만 영국 정부가 첨단기술 클러스터의 성공적인 안착과 지속적인 성장을 위해 해결해야 할 과제들도 적지 않다. 이를테면, 북부지역의 교통 인프라를 비롯한 사업 환경의 상대적 낙후성과 그 귀결로서의 남북지역 간 성장 격차, 북부지역의 신생 창업 기업이나 기존 업체들에 대한 국내외 투자자들의 소극적인 태도, 런던의 경쟁력에 장애요인이 되고 있는 런던지역의 치솟는 사무실 임대료와 거주비, 브렉시트가 야기할 것으로 예상되는 유럽연합 회원국 출신 인재 유치에서의 어려움, 첨단기술 부문 외국인 고급 노동력의 런던 편중 등이 그것이다. 영국이 ‘하나의 첨단기술 국가’라는 비전의 실현을 향해 얼마나 안정감 있게 순항할 수 있을지는 앞서 언급한 성장 잠재력의 극대화와 현안의 해결 여하에 따라 좌우될 것으로 보인다.

영문 초록

Since the commencement of the Cameron Cabinet, Britain has been promoting hi-tech cluster policy as a key agenda for continuous economic growth and the future of the national competitiveness. Even though the policy started at the East London, it has gradually expanded its areas of application and finally evolved into a global hi-tech nation project through fosterage of nationwide cluster bases and establishment of a close and powerful network among them. In the promotion process of the cluster policy, we found out some factors that might make a positive evaluations and have an expectation of the UK cluster policy. They are an the improvement of the immigrant visa system for attracting global talent living abroad, an emphasis on the role of the university, a rapid growth of new jobs in the digital economy sector, the high productivity and wage level of the digital sector workers, the nurture of specialized clusters region by region and the growth of the local economy, and so on. However, there are also many challenges that the UK government needs to surely resolve for the successful destination of its hi-tech clusters and their sustainable growth. For example, they are a relative backwardness of business environment such as the transportation infrastructure in the northern region and the growth gap between the Northern and Southern regions as a result of it, a domestic and foreign investors’ passive attitude to the start-ups and existing companies in the northern region, a soaring office rent and housing cost hindering London’s competitiveness, the anticipated difficulties in attracting talent from European Union Member States due to the Brexit, and concentration to London of the foreign labor in hi-tech sector. The UK government’s realization of a Tech Nation vision will depend on her capability to maximize the above-mentioned growth potential and resolve the pending issues.
