우리나라 문화예술 분야의 경제적 효과 분석: 창의인력을 중심으로

국문 초록

오늘날 많은 나라에서 관찰되는 뚜렷한 문화경제 현상은 문화의 경제화와 경제의 문화화로 대변될 수 있다. 본 연구는 그간 고용의 새로운 원천으로 널리 인식되어 왔던 문화예술 기반의 경제활동을 창의인력이란 관점에서 우리나라의 실태와 정책적 함의를 논의하고자 하였다. 이 연구의 목적은 2008년 이후 글로벌 경제 위기 이후 지속적으로 고용감소 또는 정체 현상을 빚고 있는 문화예술 기반의 경제활동을 창의산업과 비 창의산업의 경로를 통해 고용 차원 에서 추산함으로써 그 파급효과를 관찰하였다. 연구방법으로는 플로리다의 창의인력 개념을 토대로 한국표준산업분류와 한국표준직업분류 상의 통계를 활용하는 혼합 추산법을 시도하였 다. 문화예술 기반 창의인력의 지역분포에 대한 시사점을 도출하기 위해 변이-할당분석 모형이 활용되었다. 분석결과 창의산업 전체의 고용증가보다 창의인력의 증가세가 뚜렷하고, 또한타 산업에 종사하는 내재인력의 고용 성장세는 매우 높은 것으로 나타났다. 이에 따라 창의인 력의 활약이 창의산업과 비 창의산업 모두에서 명백하게 드러나는 것으로 파악되었으며, 특히 경제의 문화화에 기여하는 내재인력에 대한 정책적 관심을 높일 필요가 있음을 시사하였다.

영문 초록

In the last 20 years, the market aspects of the arts and cultural sector observed in many advanced countries have been characterized by two processes with the economization of culture and the culturalization of economy. In this paper, attempts to measure the size and impact of creative workforce are given to focus on the employment and business activities (within selected industrial, occupational classifications and the creative trident approach) in Korea. Also, this study utilized local area labor force survey supplied by KOSIS wth the analysis shift-share to grasp the potential capacity of creative worker in the arts and cultural sector in seven metropolitan cities. The results show that the high growth rate of embedded creative workers outside the arts and cultural sector in Korea like other advanced countries. It is suggested that government policies in embedded workers in the sector are recommended that facilitate the culturaliztion of our economy in particular.
