국문 초록

본 연구는 김정은 체제의 테러전망과 대응을 분석한 것이다. 이를 위해 테러의 개념과 유형, 북한의 테러리즘의 전개와 특징, 김정남의 독살테러의 경위와 향후전망, 북한테러에 대한 우리의 대응을 차례로 분석한 후 결론을 도출해본 것이다. 김일성 정권수립이래 북한은 수많은 대내·대남 테러를 자행해왔다. 2013년 12월 장성택의 숙청이후 말레이시아 쿠알라룸푸르 공항에서의 김정남 테러에 이르기까지 김정은 체제도 정치적 목적을 위해서는 테러도 서슴지 않고 있다. 북한의 체제와 이념이 민주화되지 않거나 대남전략이 불변하는 한, 북한의 테러행위는 계속될 것으로 전망된다. 향후 북한이 자행할 것으로 예상되는 테러와 관련해서는 우리는 특정 부서가 아닌 국가적인 차원에서 사전에 예방해야 한다. 이와 관련하여 우리는 테러에 대비한 국가위기관리시스템을 사전에 확립하고, 우리군의 대북 억지능력구비를 포함한 군사대비태세의 확립 및 테러방지를 위한 국제협력을 강화해 나가야 한다. 또한 국민의 안보의식 제고를 위한 교육의 강화와 북한의 개혁과 개방의 점진적 유도를 위한 남북대화와 교류협력의 모색·추진 등의 대비전략도 추진해 나가야 할 것이다. 따라서 전반적인 테러예방태세를 갖춘 후에 테러의 피해를 예방하고 테러발생시 피해를 극소화하기위한 철저하면서도 체계적인 사전예방책과 사후대응책을 수립해 나가야 할 것이다.

영문 초록

The purpose of this paper is to analyze Kim Jong Eun regime’s terrorism prospects and our responses. To this end, the paper is composed of 6 chapters titled introduction; the concept and patterns of terrorism; development and characteristics of North Korean terrorism; assassination of Kim Jong-nam and its future prospects, our responses against North Korean terrorism, and conclusion. Since the establishment of Kim Il Sung regime, North Korea has carried out numerous domestic and South Korean terrorist attacks. Kim Jong Eun regime is not hesitant to pursue terrorism for political purposes until the Kim Jong-nam terrorist attack at Malaysia s Kuala Lumpur airport after the purging of Jang Sung Taek in December 2013. As long as the system and ideology of North Korea are not democratized or the strategy of South Korea is unchanged, North Korea s terrorist activities are expected to continue. With regard to the terrorist attacks that North Korea is expected to do in the future, we must prevent the terrorist attacks on a national level rather than a specific department. In this regard, we should establish a national crisis management system in preparation for terrorism, and strengthen international cooperation for the establishment of military preparedness, including our military capability to deter North Korea military attacks and the prevention of terrorism. In addition, we should actively advance the strategy of enhancing education for people s security consciousness, gradually seeking and promoting inter-Korean dialogue and exchanges cooperation to induce North Korea s reform and openness. Therefore, we should establish thorough and systematic precautionary measures and post-countermeasures to prevent damage to terrorism and to minimize damage in the event of terrorism, after achieving overall terrorism prevention posture.
