국문 초록

본 논문은 한반도와 한반도 주변 해양에 대한 순기능(順機能) 위주의 해양전략을 식별할 목적으로 작성되었다. 이를 위해 우선 전통적 한국 국가전략과 군사전략과 해양 위상을 평가 하고, 이어 전후 한국이 채택한 해양전략 적용상의 문제점을 분석하였다. 현재 한국의 해양 전략은 서구 중심적이며, 지정적 조건에 치중된 성향을 보이고 있다. 아마도 마한 제독이 정형화시킨 해양전략 영향을 가장 많이 받을 국가는 한국일 것으로 전망된다. 한반도 주변 해양만이 아닌 국가이익이 적용되는 전 세계 해양으로 활동범위를 확대시킴으로써 국가위상을 증진시키고 있기 때문이다. 이를 근거로 한국의 미래 해양전략 발전 방향을 제시해 보았 다. 궁극적으로 이는 기존의 지정학적 조건과 첨단 군사과학기술 조건을 동시에 접목시키는 합성화된 해양전략, 대륙과 해양 간 상호보완적 관계를 형성하는 균형적 해양전략, 우리 고유의 해양활동 교훈과 지혜를 접목시키는 한국형 해양전략 그리고 해양협력을 주도하는 해양전략 개념으로 기술될 수 있을 것이다.

영문 초록

This paper begins with a brief exploration of geographical and geoeconomic values of the Korean Peninsula and oversees, and its ability of using seas that have influenced as positive effects for its national development. In doing so, this paper attempts to identify some findings and lessons for the Republic of Korea(ROK) to approach their survival strategy to be used in its maritime environment and capacity. Since the end of Japanese colonial era, new norm appears to be emerged to understand how to use its geographical and geoeconomic values. These are compelling forces to realize why Korea is forcing to think hard strategically about maritime strategy. If history tells some lessons about which nations are successful to apply maritime strategy, it should be formulated by U.S. Navy Admiral Alfred Thayer Mahan in the late 19th century, for the national prosperity and stability. Korea seems to be a right answer for this subject. Some issues of Korea s maritime strategy include: its notion seems to be too much West-oriented and its character focused on geographical conditions, for example land as primary, sea as secondary . In conclusions, some findings can be represented as follows: Korea treats its maritime strategy as equal consideration that is given to land and sea : Korea formulates Koreanization of its maritime strategy as its historical prides and prestigious; Korea s maritime strategy follows the technology change and development in strategic thinking that occurred in the late of 19th century; and maritime cooperation should give way to a major objective on Korea s maritime strategy.
