국문 초록

본 연구의 목적은 재난의 본질을 사회적으로 구성된다는 관점에서 사회복지의 개념과 본질에 바탕하고 재난피해자와 재난피해지역의 재난단계별 욕구에 기반을 두고서 재난복지에 관한 구성을 이론적으로 고찰하고 제안하는데 있다. 이런 연구목적을 달성하기 위하여 본 연구에서 사용한 연구방법은 문헌연구방법이다. 이 연구에서 다루는 재난은 일부 사회적 재난을 고찰하지만 기본적으로는 자연재난에 한정한다. 재난은 기본적으로 자연현상에 의한 발생이라 하더라도 그 진행과정에서 어떠한 결과가 나타나느냐 하는 것은 재난의 사회적 구성과 연쇄성이 어떻게 작동하느냐에 좌우된다. 그런 견지에 입각하여 재난복지의 필요성을 재난취약자와 그들이 가진 욕구의 진행단계별 특성에 따라 달라지는 것을 고찰하였다. 재난복지의 개념과 본질은 사회복지의 이념 확대와 개념변화에 따라서 일반 모든 사람들의 복지향상에 초점을 두었지만, 특히 재난취약자인 재난시요보호자를 대상으로 재난복지의 전개과정이 어떻게 이루어지고 그 속에서 사회복지는 어떤 방법과 역할을 수행해야 하며, 특히 배경지식과 지향이 다른 전문직이나 성격이 다른 조직간의 효율적 연계를 위해 네트워킹을 구축하고 작동하는 데에서 재난복지의 중요한 관여를 강조하였다.

영문 초록

The purpose of this study is to consider and suggest theoretical constructs of disaster social work based on the demands of the affected people and community in the cycle of disaster, which are congruent with the principles of social welfare, and on the perception that the essence of disaster is socially constructed. The study is conducted through literature research, and mainly analyzes natural disasters while partly exploring social disasters. Even for natural disasters, the consequences will depend on how its social constructs are defined and the chain effects of affecting occur throughout the progress of the disaster. From this perspective, the necessity of disaster social work are discussed focused on the changed demands of the socially vulnerable and affected people in each steps in the cycle of disasters. As the concepts of disaster social work have expanded and changed, it recently begins to emphasize improving of general population s well-being in disasters. Nevertheless disaster social work can manifest its own value and worthiness when it brings light on how to work with the disaster vulnerable and tries to define the roles of social work especially related with establishing the networking among professionals with different backgrounds and beliefs or diverse groups. For limited space in these papers, one thing could not be covered in this article. It is about what social welfare should function and which directions it should move forward in regard of recovering damages and establishing a new community based on regional traits. It will be explored and discussed in the future study.
