유사ㆍ중복 사회보장사업 정비방안의 추진결과와 중앙-지방 간 역할분담에의 함의

국문 초록

이 글은 정부가 2015년 하반기에 전격 추진한 “지방자치단체 유사 중복 사회보장사업 정비방안”에 따른 정비결과를 분석하고 그 함의를 도출하는 데에 목적이 있다. 각 지방정부의 정비결과를 분석함에 있어서 이 글에서는 자료를 확보할 수 있는 9개 지방정부(서울, 부산, 대구, 인천, 광주, 경기, 충남, 충북, 전북)의 폐지결정사업을 대상으로 하여 분석을 진행하였다. 그 결과 9개 지방정 부의 정비결과는 세 가지 유형으로 구분할 수 있었는데 그것은 순응 동조형 (부산, 인천, 충북)과 순응 비동조형(전북), 비순응 비동조형(서울, 대구, 광주, 경기, 충남)이었다. 그리고 이처럼 세 가지 유형으로 분기한 배경으로는 지방정 부의 재정여건과 단체장의 정당소속이 중요하게 작용한 것으로 보인다. 지방정부의 정비결과가 세 가지 유형으로 나뉜다는 것은 결국 지방정부의 정비결과가 서로 매우 다름을 의미하는데, 이는 유사 중복사업을 정비하여 복지사각지대를 해소하겠다고 한 중앙정부의 정책목표에 비추어 바람직한 상황은 아니다. 하지만 정부는 지방정부의 정비결과를 교정하려는 시도를 전혀 하지 않았고 앞으로도 그럴 계획이 없는 것으로 보인다. 이는 정부의 유사 중복사업정비가 사각지대 해소가 아니라 실제로는 신설 변경 사전협의 제에서 보듯이 지방정부의 복지실험이 중앙정부의 재정부담으로 전환되지 않게끔 지역복지를 억제하고 재정부담을 차단하는 장치를 제도화하는 것을 목적으로 하였기 때문이다. 지역복지 억제의 제도화를 극복하기 위해서는 중앙과 지방 간의 건전한 역할분담에 관한 논의가 시급히 진행될 필요가 있다.

영문 초록

This paper aims to analyze the consequences of coordination of service overlapping or duplication and to draw its implications to how to establish balanced and rational relationship between central and local government in terms of social services. To achieve this aim, the paper examined the number of social welfare programs which were determined to abolish according to central government’s coordination measure of service overlapping or duplication by nine local governments of which data could be collected. According to the analysis, the nine local governments’ responses to overlapping or duplication coordination by central government could be divided into three types : the compliant-sympathetic type (Busan, Incheon, Chung-buk), the compliant-unsympathetic type (Jeon-buk), and the incompliant-unsympathetic type (Seoul, Daegu, Gwanju, Kyung-gi, Chung-nam). The fact that responses of local governments were classified into three different types means that local governments’ coordination records are different from each other and this suggests that central government’s coordination measure has aimed not to reduce unnecessary cost caused from service overlapping or duplication but to establish the mechanism to block the possibility to transfer financial burden to central government from local governments’ creative experiments of social services. To overcome central government’s anachronistic measure, it is urgently needed that the social discussion should be taken place about the balanced and rational relationship between central and local government in terms of social services.
