국문 초록

우리나라 공공기관 인재개발 우수기관 인증제 사업(Best HRD)은 공공부문의 인재개발을 촉진하기 위해 교육부와 인사혁신처가 주관하고, 한국직업능력개발원에서 주최하고 있다. 인재개발 활동이 우수한 기관을 국가에서 인증하여 다른 기관이 벤치마킹하고, 그렇지 못한 기관에 대해서는 인재개발의 강점과 약점을 파악하여 개선할 수 있도록 지원하는데 그 목적이 있다. 2006년 17개 기관이 시범사업에 참여하여 12개 기관이 인증받은 것을 시작으로 2016년 12월 현재까지 총 445개 기관이 참여했으며 이 중 373개 기관이 인증을 받았다. 이와 같이 10년이 넘도록 지속적으로 수행되고 있는 공공부문 인재개발 우수기관 인증제 사업을 더욱 발전시키기 위해 노력이 필요한 시점이다. 따라서, 본 연구는 우리나라 공공기관 인재개발 우수기관 인증제 사업의 현황에 대하여 면밀히 검토하였다. 또한 현행 공공기관 인재개발 우수기관 인증제 사업의 문제점과 개선방안에 대하여 고찰하였다. 본 연구는 향후 우리나라 공공기관 인재개발 우수기관 인증제 사업의 개선방안을 제시하는데 도움이 될 것으로 기대한다.

영문 초록

The Ministry of Education and Personnel Innovation Center is organizing the Best HRD project in Korea to promote human resource development in the public sector. The purpose of this research is to support the recognition of the strengths and weaknesses of talent development for the organizations that have excellent human resource development activities by certifying the institutions in the country and benchmark other organizations. In 2006, 17 organizations participated in the pilot project and 12 institutions were certified. As of December 2016, a total of 445 organizations participated, of which 373 were certified. In this way, it is necessary to make efforts to further develop the certification system for excellent organizations in the public sector, which has been continuously carried out for more than 10 years. Therefore, this study closely examined the present status of the certification system for excellent institutions for human resources development in public institutions in Korea. In addition, the problems and improvement plan of the certification system of the excellent institution for talented person development is examined. This study is expected to contribute to the improvement of the certification system of excellent institutions for human resources development in public institutions in the future.
