국문 초록

본 연구는 문헌적 연구방법으로 소득세제의 변천과정 고찰을 통해 이상적인 소득세제가 지녀야 하는 전제조건을 살펴보고 이와 같은 전제조건하의 현행 우리나라 소득세제를 분석·평가하면서 소득세제의 과제를 제시하고자 한다. 일반적으로 바람직한 소득세제의 전제조건으로는 크게 공평, 세율과 누진도, 누진과세와 과세단위, 간소화라는 비록 추상적이지만 바람직한 4가지 조건을 제시할 수 있을 것이다. 현재 우리 나라 소득세제는 응능부담이나 소득재분배의 이상과는 상당한 거리가 있고 소득세제만에 의한 소득재분배기능에는 한계가 있으며 특히 소득세는 저소득층의 구빈수단으로서는 무력하므로 저소득층의 생계비보장은 근본적으로 공적부조 등 사회 보장적 지출의 확대를 통하여 해결되어야 할 것이다.

영문 초록

This study will look at preconditions for an ideal income taxation by examining changes in income tax system through literary research method, and under these preconditions analyze and evaluate the current taxation system in Korea and further suggest tasks of the system. In general largely 4 proper conditions though abstract could be proposed as premises for a desirable income tax system including equity, tax rates and progressiveness, progressive taxation and unit of assessment and simplification. Though current Korean income tax system follows the ability-to-pay principle, it is quite far from the ideal of income redistribution, and function of redistribution only depending on income taxation has its limitations. As income tax in particular hardly has effect as a way of poor relief for low-income groups, the cost of living of the groups should be secured basically by expanding social security expenditures such as public assistance.
