중산층 프로젝트로서 ‘분당 만들기’

국문 초록

흔히 분당 신도시를 공간 정책적 맥락에서 정부 주도로 수도권 지역에 ‘제2의 강남’으로 건설한 침상 도시로 파악하고 있다. 이와 달리 본 연구에서는 이를 사회ㆍ정치적 맥락에서 국가와 주민 등 다양한 행위 주체들이 함께 참여해서 조성한 ‘중산층 도시’로 새롭게 파악하고자 한다. 이러한 분석을 위해 이 글에서는 신도시 형성 과정을 신도시 조성의 배경, 그리고 물리적 도시화와 사회적 도시화의 측면으로 나누어 접근했다. 먼저 분당 개발의 직접적인 배경은 1980년대 후반의 과도한 서울 집중과 집값 폭등이었지만, 여기에는 중산층의 정치적 순치라는 사회ㆍ정치적 요인도 중요하게 작용했다. 따라서 분당 신도시 개발은 주택 공급 확대와 중산층 육성이라는 이중의 목적으로 출발했다. 다음으로 분당 개발은 국가 주도의 물리적 도시화와 주민 주도의 사회적 도시화의 두 단계로 전개되었다. 정부는 다양한 장애요인에도 불구하고 중산층에 적합한 도시기반시설 및 경관을 갖추고 중산층을 적극적으로 유치해서 중산층 중심의 신도시 조성의 물리적 토대를 마련했다. 뒤이어 분당 입주민들은 중산층 도시로서 분당의 경계를 안팎으로 획정짓는 동시에 중산층의 생활양식과 도시 정체성을 확립함으로써, 사회ㆍ문화적 차원에서 중산층 도시를 만들어 왔다. 그 과정에서 분당은 ‘강남 따라하기’ 방식을 통해 전형적인 중산층 도시로 성장해 왔다. 그러나 ‘제2의 강남’에 그치지 않고 분당 나름의 도시성을 형성하고 있다. 따라서 국가와 주민에 의한 중산층 프로젝트를 통해 분당이 또 하나의 ‘중산층 도시’로 자리 잡았다고 할 수 있다.

영문 초록

In general, Bundang New Town has been regarded as a bed town developed as ‘the 2nd Gangnam’ in Seoul Metropolitan Area by government in the context of spatial policy. But this study attempts to understand this town as a ‘Chungsancheung (middle-class) city’ constructed by various actors such as government, residents etc. in the socio-political context. For the argument, this paper tried to approach the making of the new town in the three aspects as follows: the backgrounds of new town development, its physical urbanization and social urbanization. The primary factors of Bundang development were the extreme Seoul centralization and the skyrocketing housing prices in the late 1980s. But socio-politically the government’s desire to domesticate the middle class who grew as the newly political forces was as important as the former ones. Therefore, its development started for dual purposes, which were the expansion of housing supply and the promotion of the middle class. This development was proceeded as two stages. The one was the physical urbanization by public sector and the other was the social urbanization by Bundang residents. In spite of various obstacles, the public sector constructed the urban infrastructures and the natural landscapes for the middle classes and invited them aggressively, which made the way for the physical basis of the new town for the Chungsancheung. Following that, its residents tried to clearly demarcate the boundary of Chungsancheung town and establish Chungsancheung’s life styles and its urban identity, which has strengthened its character as Chungsancheung town in the socio-cultural dimension. In these processes, Bundang grew as a typical Chungsancheung town by means of ‘mimicking Gangnam’. But it has not stayed as ‘the 2nd Gangnam’. Forming its own urbanism through the Chungsancheung project by the public sector and the residents, Bundang is assumed to be another Chungsancheung town.
