국문 초록

윤리신학적 관점에서 아시아의 정치에 대해 고찰한 이 글은 정치 윤리를 두 가지 개념으로 나누어 설명하고 있다. 그 두 가지 개념이란 바로 권력과 정의인데, 정치에서 권력은 다시 두 가지 방향으로 나뉜다. 우선 통제를 위한 기득권 및 통치권, 무책임한 개발을 감행하는 권력정치가 하나의 방향이고, 국민들의 자유, 즉 정의와 공익을 위하는 권력정치가 다른 하나의 방향이다. 이 글은 독재나 전제주의 정치를 제외한, 민주주의를 따르는 아시아 국가의 정치를 윤리신학적 잣대로 고찰하고 있다. 이러한 과정에 있어 모두를 위한 정의와, 믿음을 토대로 한 연대와 유대의 개념이 핵심인 가톨릭의 사회교리의 기본 이론들을 따르는 동시에 정치권력을 올바르게 실행하는 책임에 있어 국민과 시민사회의 참여가 매우 중요하다는 사실을 지적하고 있다. 국민과 시민사회의 역할은 부패 정치의 상황에서 더욱 절실하다. 이 연구는 권력과 그것의 실행, 그리고 사람이 중심이 되는 정치환경 조성에 있어 믿음이 기여하는 바에 대해 숙고하며, 종교의 다원화 및 믿음의 자유가 주어진 사회에서의 정치 윤리와 같은, 일반적인 정치 관련 분야에 대해 윤리신학적 관점에서 다루고 있다.

영문 초록

The article explores and reflects on moral theological perspectives on politics in context of Asia. The article handles two central concepts in political ethics, namely power and justice. Power in politics operates in two ways. It operates as power politics of vested interests as power of dominance for control, privilege and exploitation without accountability and as power politics of people for freedom, justice and wellbeing of people serving the common good. The article examines moral theological parameters of politics according to democratic polity and rejects deviations from these standards as authoritarianism, dictatorship and tyranny without accountability. In all these reflections, the article follows the basic principles of Catholic Social Teaching in terms of the common good whose pivotal point is justice for all and other allied concepts of subsidiarity and solidarity inspired by faith. The article also points out the participation of citizens and civil society and their critical role concerning accountability for the exercise of political power. This is clear in a situation of culture of corruption. It examines the significant contribution of faith on power and its exercise and life in common in the political sphere, which brings a quality to a people-centred politics. The article examines the moral theological perspectives in some related areas of politics like political ethics in a situation of religious pluralism, religious freedom, and other related questions.
