일본의 고령자 보람취로에 관한 평생교육적 고찰

국문 초록

본 논문에서는 고령자의 사회참여를 촉진하고 성공적 노화에 기여하는 ‘일 교 육’의 방향을 탐구하고자 하였다. 이를 위해, 초고령 사회 일본에서 정부의 지원을 받아 지역마다 다양한 유상활동을 통하여 고령자의 사회참여를 촉진하는 ‘실버인 재센터’의 일의 특징과 일 교육, 그리고 일 공급의 특징을 분석하였다. 분석의 결 과, 본 논문에서는 실버인재센터의 특징을 다음과 같이 제시하는 가운데 일 교육의 방향을 제언하였다. 첫째, 실버인재센터의 일의 특징은, 고령자의 일에 대한 유연한 인식을 통하여 만들어 지고 있는 점이다. 요컨대 일은 고령자 자신의 보람획득을 위 한 유상활동이라고 하는 유연한 인식 위에 일상의 소소한 필요에서부터 지역사회의 과제해결에 까지 다양하게 일의 범위를 확대한 점이다. 둘째, 일 교육에서는, 지역사 회의 요구를 이해하는 능력개발을 통하여 고령자가 지역주민의 요구 충족과 문제해 결의 주체가 되도록 하고 이로 인하여 지역민으로부터 사회적․정서적 지지를 얻는 기회를 마련하는 점이다. 셋째, 일 공급 시스템의 특징은, 일 만들기를 위하여 센터 외부적으로 지역민과, 기업, 그리고 행정이 활발한 연계를 구축하여 고령자를 위한 일의 수요를 조직, 홍보하고 있고 센터 내부적으로는, 일 정보의 공유와 일 능력 연 마를 위한 다양한 소집단 활동에 기반을 둔 자주적인 조직 운영을 통하여 고령자의 일 참여를 촉진하고 있다. 그리하여 본 논문을 통하여 고령자 지원 정책에서 일에 대한 유연한 인식, 일을 통한 고령자의 주체형성, 그리고 고령자 일 만들기를 위한 지역사회의 다자간 협동의 중요성을 제언하였다.

영문 초록

This paper explores the directions effective work education should take in order to encourage the ever-growing population of the elderly to take part in work, and thus contribute to their successful and happy aging. For this, Japan's Silver Human Resources Center's supply system of work and work education was observed and analyzed. The government-sponsored center supports organizations of the elderly in order to facilitate their participation in social activities by offering a variety of paid work opportunities. This paper identified the directions taken by Japan's work education for the aged as follows: First, Japan's Silver Human Resources Center offers a wide range of opportunities for the old to exert their capabilities by expanding the scope of work for the old through a flexible access to the concept of work. In other words, the center does not regard work as a part of jobs but paid activities, covering a wide spectrum of activities ranging from meeting daily demands to specialized projects. Accordingly, the center is developing various education programs to expand and enhance the competencies of the elderly. Second, the center helps the aged deepen their understanding of work and the regional society and develop relevant capabilities in order to offer an opportunity for the elderly to play a key role in meeting the demands of and solving problems in the regional community and gain social and emotional support from the society. Third, the center has established an active, cooperative network externally with residents, companies and the municipal government in the region while internally maximizing the participation by the old by operating a flat organization in a self-regulated manner.
