생명의 관점에서 본 기초법 비수급 빈곤층의 삶

국문 초록

본 연구는 비수급빈곤층의 열악한 삶과 사회적 타살에 내몰리는 현실을 전달하고자 한다. 최근 ‘송파 세모녀 자살 사건’등 경제적 생활고로 인한 빈곤층의 안타까운 죽음들을 목도하고 있다. 하지만 그럼에도 불구하고 관련 연구를 통해 제대로 조명되지 못하고 있다. 때문에 본 연구는 질적 인터뷰 방법을 채택하여 비수급빈곤층의 삶을 생명의 관점에서 심 층적으로 살펴보았다. 개별 심층면접을 통해 살펴본 비수급 빈곤층의 삶은 다음과 같다. 첫째로, 비수급 빈곤층은 소득과 고용 상태는 불안정하였다. 둘째, 기본적인 의식주에 대한 결핍은 심각한 수준이며, 셋째, 육체적, 정신적 건강의 측면에서 심각한 문제점에 노출되어 있었다. 마지막으로, 자신들이 처한 비참한 현실에 높은 스트레스, 삶의 지루함, 분노 등을 표출하며, 결국 자살 충동이라는 극단적인 감정에 노출되어 있었다. 결론적으로 본 연구는 기초생활보장제도의 시행과정에서 주요한 쟁점으로 부각되어 온 사각지대 보완에 대한 정책적 함의를 가지며 인간의 생명에 대해 성찰하고자 한다.

영문 초록

This study explores the harsh reality of non-taker of public assistance in social life such as SongPa-mother-daughter suicide witnessing the tragic death of the poor due to the economic problem. But nevertheless does not illuminated properly and through research. Since this study adopted a qualitative interview method examined the lives of the non-take-up. Seen through the lives of non-receipt poor individual in-depth interviews as follows: First, the non-receipt of income and employment status of the poor was unstable. Second, the lack of basic food, clothing, and shelter are serious, and the third, physically, in terms of mental health had been exposed to a serious problem. Finally, the higher the tragic reality they are facing stressful life of boredom, to express anger, etc, in the end had been exposed to extreme feelings of suicidal thoughts. In conclusion, this study has a major policy implications for the complementary issues that have been highlighted as a blind spot in the implementation process of the basic living security system and to reflect on human life.
