영문 초록

This article aimed to identify problems raised and observed during the early stage of police investigation and to provide practical solutions regarding the way to utilize the current human and material resources in police. First, this paper analyzed news articles in which police investigations were reported and criticized for 13 years and identified problems regarding police investigation in violent crime cases, including murder, robbery, and sexual violence crime. The analysis indicated three major problems, that is a crime response system, cooperation issues among investigation agents, and the protection of sexual violence victims. As possible remedies for a crime response system failure, improvement of the 112 system and the detective track system have been discussed. To improve cooperation between investigation agents and community police officers, a personal exchange and communication between the two parties should be improved. For the protection of sexual violence crime victims, the Korean government needs to; 1) establish and operate a special investigation unit that provides multiple service including counselling, investigation, medical treatment, and witness protection; 2) improve the monitoring system of ex-convicts who are liable to re-offend.
