특수교육과의 효율성 분석과 정책적 시사

국문 초록

본 연구는 DEA를 이용하여 우리나라 특수교육과의 효율성을 분석하고 정책적 시사점을 모색하는데 있다. 산출극대화 방식을 적용한 DEA 분석모형은 5개의 투입변인과 2개의 산출변인으로 구성되어있고, 대학정보공시센터를 통해 공시된 2009년 자료를 활용하여 49개 특수교육과의 상대적 효율성과 효율적•비효율적인 학과의 특성과 개선 가능치 등을 분석하였다. 주요 연구결과는 첫째 교육ㆍ연구 모형별 효율적인 학과와 비효율적인 학과의 분포가 유사하게 나타나고 있으나, 교육에 비해 연구모형에서 효율성 점수분포의 학과 간 격차가 큰 경향이 있었다. 둘째, 학과특성별 비교에서 설립은 교육모형에서 사립대 특수교육과, 연구모형에서 국립대 특수교육과가, 소재지는 교육 및 연구모형에서 수도권 대학의 특수교육과가, 규모는 교육모형에서 대규모, 중규모 특수교육과, 연구모형에서는 중규모 특수교육과가, 학과유형은 교육모형에서 유아특수교육과, 연구모형에서 유•초•중등병행 특수교육과의 효율성이 높은 것으로 나타났다. 셋째, 비효율적인 학과의 경우 자신과 가장 유사한 특성을 보이는 효율적인 학과를 참조하여 투입 및 산출변인의 조정이나 규모의 최적화를 도모할 필요가 있다.

영문 초록

The purpose of this study is to analyze an efficiency and to suggest policy implication of the departments of Special Education in Korea using DEA. The main findings of this study are as follows; First, About 12%～30% of the departments of Special Education in Korea than those from the other departments are operated efficiently, but 69%～87% of the departments of Special Education in Korea are required to improve the efficiency. Second, there were no significant differences in efficiency scores depending on characteristics of the departments of Special Education such as foundation and scale, but there were significant differences in scores depending on location and type of department. Third, efficient the departments of Special Education showed higher outputs with smaller inputs. The most important input variables are the number of student per professor, scholarship per student and the number of book per student. Fourth, inefficient the departments of Special Education showed lower output with bigger input in most variables. This study can provide substantial guidance for improving the efficiency of the departments of Special Education through identifying problematic areas within the input and output factors. In spite of the limitation in research design, the overall results and suggestions would contribute to the next research, practice and policy for improvement of efficiency of the Korean departments of Special Education.
