국문 초록

국내에서 진행되고 있는 각종 교육개혁 안들은 합리적 선택이론을 중심으로 한 신자유주의적 접근의 교육 책무성 강화와 이에 대해 비판적 시각을 가진 일부 교육감들의 모든 학생을 위한 교육활동을 통한 책무성 확보로 구분된다. 본 연구에서는 교육책무성을 해석하는 기존의 합리-기술적 접근법과 비판적 접근법을 통합하는 제 3의 접근법으로 참여적 접근법의 적용 가능성을 탐색하였다. 부르뒤에의 저작과 프레이리의 저작을 토대로 구조영향 또는 개인주도의 이분법적 구도를 극복하면서 반성적 실천가로서의 교육자 모형을 제시하고 이 모형을 통해 미국의 텍사스 주정부가 추진하고 있는 학업성취도 중심의 교육 책무성 시스템을 해석하고 개선할 수 있는 방향을 제시하였다. 교육구성원의 실질적 참여에 대한 권한을 부여하고 교육부문뿐만 아니라 각 교육주체들이 포함된 지역공동체의 목소리와 참여를 강조함으로써 교육 책무성을 강화한다는 논리는 국내에서 진행되고 있는 새로운 교육개혁 움직임-학교문화의 개선을 통한 발전 모형 탐색-에 중요한 시사점을 제공한다. 정부가 주도하는 ‘창의경영학교’ 모형이나 일부 시도 교육감이 추진하고 있는 ‘혁신학교’ 모형 등의 공통점은 학교구성원들의 진정한 참여와 배움이 강조되는 전문적 학습 공동체, 또는 학습조직이 핵심 요소인데 이런 요소의 이론적 토대가 되는 접근법을 본 연구에서 제시하였다.

영문 초록

This study focuses on the current version of Texas style school accountability which is not much different from the original version implemented in 1993, because of the "hope" of the Texas style school accountability impacting Obama administration in the US, and Lee administration in Korea. Texas accountability system was analyzed through two conceptual lenses, a rational-technical perspective and a critical perspective tending to emphasize the opposing sides of the structure-agency debate. This study attempts to outline another perspective, a participatory perspective, which attempts to grapple with the structure-agency problem by introducing a reflexive actor into a world of durable, but not permanently structured relationships. This study draws from the work of French sociologist Pierre Bourdieu and of activist Paulo Freire, who articulate the possibilities for resistance to dominating relationships through a deliberate linking of reflexivity and practice. It is this potential of praxis on the part of the individual that underpins this distinct perspective on accountability. Then, this paper provides insight into a particular contentious policy issue in Korea, a call for transforming into learning organization.
