국문 초록

제 2차 세계대전 후 서방점령국, 즉 서독 지역에서는 자본주의가 나치즘의 구조적 원인이었다는 인식과 함께 나치즘 체제의 유산을 근본적으로 극복하기 위해 자본주의 체제를 거부하는 정서가 폭넓게 확산되어 있었다. 이 지역의 다수가 대안으로서 사회민주주의 체제를 선호하였다. 이러한 상황에서 미국은 세계 다자간 자유무역 제도 정착과 공산주의 팽창을 저지하는 봉쇄정책 실시를 위한 근간으로서 독일청책을 추진하는데 커다란 어려움에 직면하게 되었다. 그러나 다른 한편에 독일이 직면하고 있는 사회·경제적 역경은 미국에게 매우 유익한 지렛대로 작용할 수 있었다. 마셜플랜의 실시와 더불어 기독민주연합당 (CDU) 내의 온건 보수 세력인 사회시장경제 체제를 옹호하는 전문가 그룹이 큰 힘을 얻게 되고 사회민주주의 대의를 이끌던 세력이, 예를 들어 사민당 (SPD)이 풀어내기 힘든 딜레마에 빠져 든 사실이 이를 웅변해 주었다. 사회시장경제 체제란 공정한 경쟁을 실현해 주는 시장경제에 기반한 자본주의를 말하며 조세정책과 공공 사회정책을 통하여 사회복지정책을 구현하기 위한 국가의 보완적 개입을 허용하는 제도적 질서를 의미했다. 이러한 특징으로 인해 사회시장경제가 마셜플랜을 계기로 미국의 독일정책과 타협을 이루고 국내의 반자본주의적 정서를 달랠 수 있었다. 이는 사회시장경제 제도가 서독의 사회·경제 체제의 근간으로 뿌리를 내릴 수 있는 근원이기도 했다.

영문 초록

After the World War II the anti-capitalistic sentiments and discussions predominated in the western Germany, namely in the occupied regions by Western Allies. Because the people in these areas saw the origins of the Nazism and its real power base in the capitalism. They thought they should develop a new social and economic system to overcome the ‘evil aspects’ of capitalism as roots of Fascism and Nazism. However, they could not realize their pursuits for themselves. They had to arrange them with the frameworks of USA foreign and German policies. The US proclamation of Marshall Plan turned out the turning point in West Germany in terms of discussions of social and economic system. The theoretical and practical experts of Social Market Economic System began to predominate in the relevant political, social and economic positions. Because the Social Market Economic System emphasized the fundamental advantages of capitalism for the natural ways of life and the necessity to supplement the capitalistic system in the direction of fair competition and social welfare system. The could reach a compromise with the German policies of the USA and provide at least an alternative to the anti-capitalistic discussions. In this sense the Marshall Plan played an decisive role for the establishment of the Social Market Economic System.
