국문 초록

본 논문은 북한의 급변사태 발생은 군대와 사회에 대한 중앙통제력의 상실로 이어져 한반도 및 동북아지역에 엄청난 재앙을 초래할 수 있다는 가정 하에 북한의 급변사태 발생시 위기관리와 이를 통일로 연계하는 대책을 모색하는 데 목적이 있다 북한의 급변사태는 정치영역에서 시작되어 그 여파가 경제․사회영역에 미치고 궁극적으로 군사․안보적 위기의 순으로 진행될 것이다. 그리고 이 과정에서 대외관계와 대남관계에서도 일정 정도의 영향이 불가피할 것이다 따라서 북한의 급변사태가 발생하면 우선 안보관리 최우선해야 하고, 대량난민의 발생에 따른 난민촌 건설 등을 추진해야 하며, 특히 중국의 일방적 개입을 방지하는 차원에서 UN의 개입을 유도하는 등의 노력을 기울여야 한다. 통일연계대책으로는 북한 권력엘리트와 주민들의 친남화를 유도해야 하고, 북한내 민주개혁세력이 정권을 장악하도록 지원해야 하며, 우리의 주도권을 관철하기 위한 외교적 대책을 마련해야 한다

영문 초록

The aim of this articles is to grope countermeasures for risk-management and unification-arrangement under the contingency situation in North Korea, with the assumption of the loss of central control mechanism The contingency situation was started from the political sphere, its aftereffect influenced on the economic and social sphere, consequently military and security and In these process, The contingency situation inevitably changed relations toward foreign and South Korea. Thus, In case of contingency outburst, first of all, we should take a step to manage security, make huge reffuge camps, and effort toward the direction to lead the intervention by U.N. in order to prevent intervention from China Also, We should try to arrange the contingency situation with unification. In this context, we should lead to 'South Korea friendly', support to make reformists to seize the political power, and prepare ourself for diplomatic countermeasures to carry out our leading role
