국문 초록

  본 연구의 목적은 대표적인 청소년 문제행동 유형이라 할 수 있는 음주, 약물, 범죄에 대한 외국의 사회적 비용분석 연구동향을 살펴보고, 이를 통한 향후 과제를 제시하는 데 있다. 일반적으로 미국, 캐나다, 영국, 호주 등과 같은 국가에서 수행된 음주, 약물, 범죄와 같은 청소년 문제행동에 대한 직접적인 사회적 비용은 국가에 따라 그리고 사회적 비용분석 방법에 따라 차이는 있으나 대체로 높은 것으로 나타나고 있다. 그리고 음주, 약물, 범죄에 따른 간접적 사회적 비용도 유의미하게 고려해야 할 점으로 나타나고 따라서 향후 우리나라 청소년들의 문제행동 예방 및 감소를 위한 정책과 관련 사업 및 인프라 구축을 위한 재정지원과 투자확대를 위해 사회적 비용분석이 활발하게 이루어질 필요가 있으며, 음주, 약물, 범죄 등으로 인한 경제ㆍ사회적 손실의 정도를 파악하여 청소년정책 수립의 중요한 근거자료로 이용할 필요가 있다.

영문 초록

  The purpose of the study was to investigate the research of foreign countries" social expenditure analysis about alcohol, drug, and crime that are representative youth problem behavior types, and present some tasks in the future. Generally, although there are some differences in terms of country and social expenditure analysis method, the direct social expenditure of youth problem behaviors like alcohol, drug, and crime performed in countries like America, Canada, England, and Australia is high. And it is important to consider the indirect social expenditure of them. Therefore, it needs to perform social expenditure analysis for supporting finance and extending investment for youth-related task and the construction of infrastructure, and youth policy for the prevention and decrease of youth problem behavior in the future. And the degree of economical and social loss caused by alcohol, drug, and crime should be used as an important fundamental material for making youth policy in the future.
