국문 초록

급증하는 1인 가구와 도시화로 인해 지역사회 내 범죄 두려움이 증가하고 있으며, 공공 경찰력의 한계를 보완하기 위한 민간경비의 역할이 주목받고 있다. 이 연구는 민간경비를 활용한 서울시 안심마을보안관 프로그램이 지역 주민들의 범죄 두려움 감소와 치안 만족도 향상에 미치는 영향을 실증적으로 평가하기 위해 서울시 전 자치구 내 25개 범죄 취약지역에 거주하는 주민 1,350명을 대상으로 프로그램 시행 전후 설문조사와 빅데이터 감성 분석을 통해 민간경비 방범활동의 효과를 종합적으로 분석하였다. 연구 결과, 민간경비 활동은 야간 시간대 주민들의 범죄 두려움 감소에 유의미한 효과를 나타냈으며, 지역 주민의 전반적 범죄 안전성 인식과 치안 만족도 역시 개선되었다. 반면, 지역사회 물리적 무질서 환경 인식에는 통계적으로 유의미한 변화가 나타나지 않았다. 빅데이터 감성 분석 결과, 민간경비 프로그램에 대한 주민들의 정서적 반응이 매우 긍정적인 것으로 확인되었다. 이러한 결과를 토대로 민간경비를 활용한 지역사회 방범활동이 주민들의 심리적 안정감을 높이고, 치안 만족도와 범죄 두려움 감소에 효과적으로 기여할 수 있음을 입증하였다. 향후 지역 맞춤형 전략과 주민 참여를 강화한 민간경비 정책의 지속적인 확대와 발전이 요구된다.

영문 초록

This study empirically assessed the effects of community-based private security programs, specifically the Seoul Metropolitan City Safety Village Security Guard program, on reducing residents’ fear of crime and improving satisfaction with public safety. With increasing crime fear due to rapid urbanization and rising single-person households, private security has gained attention as a supplement to public policing. This research employed pre- and post-surveys and big data sentiment analysis involving 1,350 residents in 25 crime-prone areas across all districts of Seoul. Results indicated that private security activities significantly reduced residents’ fear of crime during nighttime hours and improved overall perceptions of community safety and satisfaction with local policing. However, the perception of physical disorder in the community showed no statistically significant changes. Big data sentiment analysis revealed highly positive emotional responses from residents toward the private security program. These findings demonstrate that community-based private security activities effectively enhance residents’ psychological stability, decrease fear of crime, and improve satisfaction with public safety. Future strategies should emphasize tailored approaches based on community-specific needs and encourage active community participation to further expand and develop private security initiatives.
