사우디아라비아 드론 테러의 양상과 영향요인에 대한 실증적 분석

국문 초록

본 연구는 전 세계에서 드론 테러 공격이 가장 빈번하게 발생하는 사우디아라비아를 대상으로, 2018년부터 2021년 기간 동안 발생한 140건의 드론 테러 사건을 실증적으로 분석함으로써 테러 성공에 영향을 미치는 주요 영향요인을 분석하는 것을 목적으로 한다. 먼저 최근의 드론 테러 양상은 이란의 지원을 받은 후티 반군에 의해 장거리 비행, 정밀 유도, 군집 운용 등 복합적·다층적 전술 양상으로 고도화되고 있음을 확인하였다. 기술통계 분석 결과, 테러성공 사건은 19건(13.6%), 하계 집중(3~10월, 85%), 100만 이상 대도시 (38.6%), 대도시 위주의 국가중요시설 표적(55%), 원격 기폭 방식 공격유형(91.4%), 군집드론 발생 증대(27.9%)등으로 분석 되었다. 이항 로지스틱 회귀분석 결과, 주요 VIP 인물 대상 드론 공격과 군집 드론 운용이 테러 성공 확률을 유의미하게 증가시키는 요인으로 나타났고 국가 중요시설을 대상으로 한 드론 공격은 테러 성공 확률을 낮추는 것으로 나타 났다. 이상의 결과는 드론 테러가 표적의 상징성, 지정학적 효과, 대드론 방어체계 수준 등을 전략적으로 고려하여 수행되고 있으며, 전통적 테러 양상과는 차별화된 패턴을 보이고 있음을 실증적으로 규명하였다. 본 연구는 드론 테러에 대한 실증적 분석을 통해 국가 대테러 전략 수립에 필요한 정책적 시사점을 다음과 같이 4가지로 제시하였다. 국가 중요시설 및 핵심 민간 다중이용시설 위주 권역별 대드론 방어체계 구축 필요성, 군집 드론 대응을 위한 다층적 포화대응형 대드론 체계 도입, 원격 기폭 방식 대응을 위한 조기 경보체계 강화와 복합 공격 대비 혼합현실(MR) 기반의 대드론 시뮬레이터 개발 등을 제안하였다.

영문 초록

This study aims to analyze the characteristics of drone terrorist attacks in Saudi Arabia, which has experienced the highest frequency of drone terror incidents globally, and to empirically examine the factors influencing the success of such attacks based on 140 recent cases. The findings first confirm that recent drone terror patterns have evolved into complex and multi-layered tactical operations, characterized by long-range flight, precision guidance, and swarm deployment, primarily led by the Houthi rebels with Iranian support. Descriptive statistical analysis revealed a sharp increase in drone attacks in recent years, with a concentration during the summer season. Targets were mainly critical national infrastructure and high-profile public figures located in economically symbolic metropolitan areas, indicating a pattern of hard-target attacks. In terms of attack types, the use of remotely detonated swarm drones has emerged as a dominant trend. The binary logistic regression analysis showed that attacks targeting key public sector figures and those utilizing swarm drones significantly increased the probability of success, whereas attacks on national critical infrastructure exhibited a lower success rate, suggesting that superior counter-drone defense systems effectively mitigate such threats. These findings empirically demonstrate that drone terror operations are strategically patterned based on the symbolic value of targets, geopolitical impact, and the robustness of defense systems, differentiating them from traditional forms of terrorism. This study contributes to national counter-drone strategy development by providing empirical policy implications. It highlights the urgent need to establish counter-drone defense systems centered around urban areas and critical infrastructure, to deploy multi-layered saturation-resilient counter-drone systems against swarm attacks, and to strengthen early warning systems against remotely detonated drone threats. Furthermore, it proposes the development of a mixed reality (MR)-based counter-drone training simulator to prepare for future complex and hybrid attack scenarios.
