난민 줌머의 한국 사회 적응과정에 관한 사례연구

국문 초록

본 연구는 소수민족으로 공동체를 이루며 한국에 정착한 난민 줌머가 어떤 절차와 경험으로 한국 사회에 적응하는지를 분석하고 그들이 필요로 하는 정책이 무엇인지 탐구해 보는 것을 목적으로 한다. 연구를 위해 경기도 김포시 양촌읍을 중심으로 사는 방글라데시 소수민족인 난민 줌머 약 148명 중 성인 7명과 청소년 2명을 대상으로 비구조화 형식의 면담 조사를 실시하였다. 난민 줌머가 한국 사회에 적응하는 과정은 시간적 흐름에 따라 그들이 처한 상황과 상호작용의 맥락에서 3단계로 분류하였다. 1단계는 한국 사회에 적응을 위해 필요한 기초 언어교육과 동시에 생계를 위해 취업해야만 하는 이주 초기 단계이다. 2단계는 언어의 미숙함으로 생겨나는 자녀 교육 기관에서 발생하는 의사소통의 불협화음 및 직업 업무에 따른 문화적 사고와 정서의 괴리이다. 3단계는 줌머가 한국 사회의 일원으로서 좀 더 나은 삶을 기대하는 시기이다. 본 연구의 결과로 첫째, 난민에 대한 한국 정부의 정책이 마련되어야 한다는 것이다. 둘째, 난민 줌머의 목소리나 어려움을 인지하여 난민들의 귀와 입이 되어줄 난민 전담부서 및 창구가 지방자치단체에 마련되어야 한다는 것이다. 셋째, 난민 줌머 공동체 안에서 그들이 필요로 하는 직업기술 교육과 여러 가지 다양한 교육이 자체적으로 시행되고 계승될 수 있도록 체계적인 시스템이 구축되어야 한다는 것이다.

영문 초록

The purpose of this study is to analyze the process and experience of refugee Jumma who settled in Korea as a community of ethnic minorities to adapt to Korean society and to explore what policies they need. For this study, unstructured interviews were conducted with 7 adults and 2 adolescents out of about 148 refugee jummas who are ethnic minorities in Bangladesh living in Yangchon-eup, Gimpo-si, Gyeonggi-do. The process of refugee Jumma's adaptation to Korean society was classified into three stages in the context of their situation and interaction according to the flow of time. The first stage is the basic language education necessary for adaptation to Korean society and the early stage of migration that must be employed for livelihood. The second stage is the dissonance of communication and the divergence of cultural thoughts and emotions due to job duties in children's educational institutions caused by the inexperience of language. The third stage is when jumma expects a better life as a member of Korean society. The results of this study are as follows: First, the Korean government's policy on refugees should be prepared. Second, recognizing the voices and difficulties of refugee jummas, local governments should have a department and a window dedicated to refugees who will be the ears and mouths of refugees. Third, a systematic system should be established so that the vocational skills education and various education needed by the refugee jumma community can be implemented and inherited on their own.
