국문 초록

초등학교는 교육기관으로서 기능 외에도 주민들이 이웃과 맺는 유대, 지역사회와의 연결성, 그리고 사회자본 형성에 큰 영향을 미치는 시민적 상징물이다. 그러나 도시화 및 저출산 여파로 인한 학령인구 감소로 초등학교의 통폐합이 전국에서 일어나고 있으며, 적정규모 학교 정책은 학생 수 감소에 대응하기 위한 주요한 정책 수단이 되고 있다. 본 연구의 목적은 초등학교 폐쇄가 지역사회 인구변화에 미치는 영향을 분석하는 것이다. 초등학교 폐쇄와 지역인구변화 간 관계에서 내성성과역의 인과관계 문제에 대처하여 인과적 설명가능성을 높이기 위하여 도구변수 방법을 적용한 고정 효과 및 확률효과 패널모델을 적용하였다. 본 연구는 인구감소와 학교 폐쇄가 심각하게 일어나는 강원도의 면을 측정단위로 하여 2010부터 2023 년까지 시계열자료를 사용하고 도구변수로 1동/면1교 초과의 초등학교 존재 여부를 적용하여 독립변수와 종속변수 간 내생성이 있음을 보였다. 도구변수 패널분석의 결과는 초등학교 폐쇄가 내국인 인구수, 학부모 인구수, 초동학생 인구수를 유의미하게 감소시키고 있음을 보이고 있다. 이는 학교 통폐합의 문제가 교육재정 및 교육과정 운영 문제를 넘어선 지역사회의 인구문제와 관련되어 있으며, 또한 저출산으로 인해 지역소멸 우려가 깊어지는 시점에서 학교 폐쇄의 판단 기준을 교육의 문제를 넘어 지역사회의 관점에서 접근할 필요성을 제시하고 있다.

영문 초록

In addition to elementary school's function as an educational institution, it is a civic symbol that has a significant impact on the bonds residents form with their neighbors, connectivity with the community, and the formation of social capital. However, due to the decline in the school-age population by urbanization and low birth rates, consolidation of elementary schools is occurring across the country, and the appropriate-size school policy is becoming a major policy tool to respond to the decline in the number of students. The purpose of this study is to analyze the impact of elementary school closure on changes in community population. In order to increase the possibility of causal explanation by addressing the problem of endogeneity and reverse causality in the relationship between elementary school closures and changes in local population, fixed-effect and random-effect panel models using the instrumental variable method were applied. This study uses time series data from 2010 to 2023 using dong/myeon in Gangwon-do, where population decline and school closures are seriously occurring, as the unit of measurement, and applies the existence of more than one elementary school per dong/myeon as an instrumental variable to determine independent It was shown that there was endogeneity between the variables and the dependent variable. The results of the instrumental variable panel analysis show that elementary school closures are significantly reducing the number of domestic residents, parents, and elementary school students. This means that the issue of school consolidation is related to the community's population problem, which goes beyond education finance and curriculum issues. At a time when concerns about regional extinction are deepening due to low birth rates, the criteria for judging school closure go beyond education issues and are related to community issues.
