국문 초록

본 연구는 서울시에서 추진하고 있는 장애인 인권증진 기본계획 사업의 효과성을 확인하는 것으로 서울시의 장애인 인권증진을 위한 사업들을 직접사업과 간접사업으로 구분하여 효과성의 차이를 비교 분석함. 서울시 장애인 인권증진 기본계획은 2013년 제1기 추진을 시작으로 제2기 기본계획을 수립하여 장애인의 인권보장 및 권익증진을 위한 노력하여 왔음. 장애인의 인권을 보장하기 위해서는 기존의 시혜적 측면의 관점에서 최저생활만을 유지할 수 있는 소극적이고 기초적 지원보다는 권리에 기반한 적극적인 지원이 이루어져야 함. 시혜적 측면의 통제, 권한박탈, 약점교정, 활동제한 등에 대한 관점에서 벗어나 자기결정권과 권한을 부여하고 강점지향을 통한 문제해결의 접근법을 지향하여야 하고 의존적이며 차별의 대상으로 시설중심의 케어체계 및 사회와의 분리는 지양하고 활동을 촉진하고 존엄과 독립의 주체로 지역사회통합의 주체로 보아야 함. 서울시 장애인 인권증진 기본계획 세부사업의 효과성을 살펴보기 위하여 2기 세부사업의 효과성, 중요도, 시급성에 대한 인식값을 분석하였고, 장애인 당사자가 직접적인 이용 주체가 되는 사업인 저상버스 이용, 콜택시 운영 사업 등이 효과적인 사업으로 나타남.

영문 초록

This study confirms the effectiveness of the basic plan for promoting the human rights of persons with disabilities implemented by the Seoul Metropolitan Government. Starting with the first basic plan for promoting the human rights of persons with disabilities in Seoul in 2013, efforts have been made to guarantee and promote their rights through the establishment of the second basic plan. To ensure the human rights of persons with disabilities, active, rights-based support must be provided rather than passive, minimal assistance that merely maintains a basic standard of living under existing benefit structures. We must move away from the perspective of beneficial control, deprivation of authority, correction of weaknesses, and restriction of activities and instead adopt a problem-solving approach that grants self-determination and authority while focusing on strengths. Rather than maintaining a facility-centered care system that fosters dependency and discrimination, efforts should prioritize social integration, promote active participation, and recognize people as agents of dignity, independence, and community engagement. To examine the effectiveness of specific projects within Seoul’s basic plan to promote the human rights of persons with disabilities, we analyzed the perceived value, importance, and urgency of the second-phase projects . Additionally, we assessed the implementation of lowfloor buses and call taxi services, both of which are directly utilized by persons with disabilities. The findings suggest that these initiatives are effective.
