국문 초록

본 연구는 2023년 국가보훈처의 국가보훈부 승격을 계기로 지속 가능한 보훈문화정책 발전 전략을 제시하는 데 목적을 두고 있다. 이를 위해 이에 본 연구는 문헌연구로 기존 선행연구들의 연구 성과를 주로 분석하고 있다. 본 연구의 활용 자료는 한국 보훈 문화정책 관련 정부 문서와 2차 연구 자료를 활용하였다. 특히, 관련 정책보고서, 통계자료, 정기간행물, 단행본, 신문기사 등을 망라하여 고찰하였다. 이에 논문에서는 보훈 문화정책에 관한 의제를 세 가지로 유형화하였다. 첫째, 복지정책 제도 속에서의 보훈문화정책의 안정적 추진이다. 둘째, 관련 법 제정에 의한 보훈 문화정책의 통합적이고 체계적인 시행이다. 셋째, 보훈 문화에 관한 국민의 인식 제고 강화이다. 이에 대한 유형 분석 결과, 보훈 문화정책의 발전 전략을 제도화하기 위해서는「보훈문화진흥법」(가칭)이 제정되어야 한다는 점을 지적하였다. 기존 「국가보훈기본법」아래 보훈 문화정책의 안정적 추진과 더불어 ‘일상 속의 보훈’으로 자리매김 되도록 해야 한다는 점을 제시하였다. 한국의 보훈정책은 그동안 국가에 대한 희생과 헌신의 공로자에 대한 선양과 예우, 지원에 중점을 두어 왔다. 그러나 보훈정책의 자율성과 보편성이 정책원리로 작동하기 위해서는 ‘보훈의 가치’의 국민적 내면화 내지 보훈문화의 정립이 필수 불가가결하다.

영문 초록

This study aims to present strategies for developing veterans' cultural policies in light of the recent elevation of the Ministry of Patriots and Veterans Affairs. To this end, the content of veterans' cultural policies was categorized into three main themes. First is the stable promotion of veterans' cultural policies within the broader welfare policy system. Second is the integrated and systematic implementation of veterans' cultural policies through the enactment of relevant legislation. Third is the enhancement of public awareness regarding veterans' culture. These three areas were analyzed accordingly. As a result, it was proposed that the development strategy for veterans' cultural policy should be pursued through the enactment of the Veterans Culture Promotion Act. Following the establishment of the law and supporting systems, it was recommended that efforts focus on the stable promotion of veterans' cultural policies and increasing public awareness of veterans in daily life. Currently, South Korea is making significant efforts to honor and support those who have sacrificed and served the nation. However, there are noted gaps in coverage where state support does not reach. One of the various initiatives to address this issue is the promotion of the Ministry of Patriots and Veterans Affairs. In essence, this represents the realization of the nation's duty to unite the people through the “value of veterans” and guide South Korea toward a new era of progress.
