국방 외교와 보훈 외교의 협력적 발전방안 모색

국문 초록

세계 역사를 통해 볼 때 한 나라가 자기만의 힘으로 나라를 지켰던 예는 드물다. 대다수 국가는 국제협력관계를 통해 안보를 유지하고, 국가를 수호해 왔다. 대한민국도 6·25전쟁의 참화 속에서 유엔군의 도움으로 국가를 수호하였다. 전쟁이 끝난 이후 미국을 중심으로 여러 나라들과 동맹 관계를 맺을 수 있었고, 자유민주주의 국가의 일원이 되었다. 최근 다보스포럼에서 강조한 4.0시대 국제환경은 인공지능(AI) 시대로 접어들었다. 국제정세 또한 급속한 변화를 불러와 국제질서에 영향을 미치고 있다. 미⋅중의 패권 경쟁과 러⋅우 전쟁이 또 다른 신냉전을 불러오고, 재블록화가 거론되고 있다. 이러한 여건이 국가마다 자국중심주의 각자도생으로 팽배해져 가는 분위기로 조성되고 있다. 이러한 국제질서 속에서도 대한민국은 올바른 가치를 공유할 수 있는 국가와의 연대를 공고히 할 필요가 있다. 이는 국가의 생존과 미래 발전을 도모할 수 있는 매우 중요한 요소이기 때문이다. 이를 위해서는 부처 간의 협력이 필수적이다. 일반적으로 나라마다 공식적 업무는 외교부가, 군사적 업무는 국방부가 중심이 되어 수행하고 있다. 각각의 부처가 자신들만의 기능을 높여 국가의 이익을 최대로 높이고자 함이기 때문이다. 그러면서도 서로 보완적 요소를 가지고 있기 때문에 더 효율적인 업무추진이 이루어 지고 있다. 대한민국도 일반적인 각 부처의 기능을 극대화하고, 부처 간의 업무 협력 네트워크 기능을 높일 필요가 있다. 국가보훈부의 「보훈 외교」는 그간 6·25전쟁을 통해 구축된 국제사회의 인적 네트워크가 풍부하다. 다시말해 국가보훈부와의 협력을 통해 대한민국 지지와 협력을 이끌어내는데 상당한 역할을 할 수 있다는 것이다. 그러나 국제 보훈은 참전용사에 대한 예우와 보답에 치중되어 있다 보니 안보적 차원뿐만 아니라 국제협력 면에서도 대한민국은 매우 부족한 편으로 평가된다. 따라서 현재와 같은 국제질서 재편에 부합한 정책의 변화에 국가보훈부의 역할이 필요시 된다. 특히 유엔의 역할을 대행하고 있는 주한미군과 유엔군, 중립국 감독위 근무자에 대한 보훈정책과 참전용사 사후에도 유지될 수 있는 참전국 국민 대상 정책 프로그램이 발전되어야 한다.

영문 초록

Throughout world history, it is rare for a country to have defended its sovereignty solely through its own power. Most nations have maintained their security and protected their states through international cooperation. The Republic of Korea also defended its nation with the help of United Nations forces during the devastation of the Korean War. After the war, South Korea was able to form alliance relationships with several countries, primarily with the United States, and became a member of the democratic world. The international environment of the 4.0 era, emphasized at the recent Davos Forum, has entered the age of Artificial Intelligence (AI). Global political dynamics are undergoing rapid changes, which are influencing the international order. The hegemonic competition between the US and China, as well as the Russia-Ukraine war, are triggering a new Cold War and raising the issue of re-blocking. These conditions are creating an atmosphere of nationalism and self-preservation in each country. In this international order, South Korea needs to strengthen its alliances with nations that share its values. This is a crucial factor in ensuring the survival and future development of the country. To achieve this, interdepartmental cooperation is essential. Generally, in most countries, the Ministry of Foreign Affairs handles official duties, while the Ministry of National Defense focuses on military affairs. Each department seeks to enhance its own function to maximize national interests. However, as they have complementary roles, more efficient operations are achieved through cooperation. South Korea, too, needs to maximize the functions of its various departments and enhance the interdepartmental cooperation network. The Ministry of Patriots and Veterans Affairs' “Veterans Diplomacy” benefits from a rich human network built through the Korean War, which has established strong international connections. In other words, cooperation with the Ministry of Patriots and Veterans Affairs can play a significant role in garnering support and cooperation for South Korea. However, international veterans affairs have mainly focused on honoring and repaying the veterans, and South Korea is often seen as lacking in both security and international cooperation in this regard. Therefore, there is a need for the Ministry of Patriots and Veterans Affairs to play a more prominent role in adapting to the changes in the current international order. In particular, policies for veterans of the United Nations forces, US Forces Korea, and the Neutral Nations Supervisory Commission should be developed. Additionally, programs for veterans from allied nations should be created and maintained, ensuring that support extends even after the veterans' passing.
