국문 초록

본 연구는 교육 부문에서 증거기반 정책의 비판적 쟁점 검토가 부재하다는 문제의식 하에, 증거기반 정책의 이론과 실제를 탐색하고 포스트코로나 시대의 학력 저하와 디지털 전환 등 주요 교육 의제에 대해 교육정치학적 관점에서 비판적인 쟁점을 제시하였다. 학력 저하 문제와 관련하여서는 평가 정책의 정치적 맥락성, 증거의 불확실성과 권력의 오용, 당면한 교육 정책 환경과 평가 간의 불합치 문제 등의 쟁점이 제시되었으며, 디지털 전환 의제에 대해서는 유관 정책의 맥락성과 구체성, 데이터 권력의 개입과 의사결정 판단의 예속, 교육의 데이터화로 인한 공공 가치 저해 등이 쟁점으로 제시되었다. 도출된 쟁점들을 바탕으로 증거기반 교육정책을 위한 정책적, 학술적 측면의 과제를 제시하였다.

영문 초록

This study explores the theory and practice of evidence-based policy and presents critical issues from an educational political perspective on major educational topics such as declining academic achievement and digital transformation in the post-COVID era. The study highlights the lack of critical scrutiny of evidence-based policies in the education sector. Regarding the problem of declining academic achievement, the study identifies issues such as the political context of achievement assessment policies, the uncertainty of evidence and abuse of power, and the mismatch between the current educational policy environment and achievement assessment policies. Regarding the issue of digital transformation, the study presents issues such as the context and specificity of relevant policies, the intervention of data power and the subordinate decision-making, and the devaluation of public value due to the datafication of education organization. Based on the critical issues identified, the study suggests policy and academic tasks for effective evidence-based education policy.
