초등돌봄교실의 효율적 운영과 내실화 방안

국문 초록

본 연구의 목적은 초등돌봄교실의 추진과정, 운영성과, 정책 추진과정에서 나타난 문제점을 조사하고, 만족도 높은 초등돌봄교실의 효율적 운영과 내실화 방안을 제언하는 것이다. 본 연구를 위해 정책보고서와 선행연구 등을 문헌분석 하였다. 또한 초등돌봄교실 업무를 3년 이상 담당한 관계자와 학부모 그리고 학계 등의 돌봄 전문가를 대상으로 표적집단면접법(FGI) 및 설문조사를 실시하였다. 조사결과 초등돌봄교실은 전 세계적으로 확대되고 있으며, 우리나라에서도 2004년 초등돌봄교실이 도입된 이후 지속적으로 확대되고 있다. 특히, 교육부에서 2014년 ‘초등 방과 후 돌봄 확대･연계 운영 계획’을 발표하면서 이용 학생 수가 급증하고 있다. 그러나 이러한 초등돌봄교실의 양적 확대와는 달리 아직도 관련된 법적 근거조차 마련하지 못하고 있는 실정이다. 이에 본 연구에서는 이러한 문제점 등을 극복하고 만족도 높은 초등돌봄교실의 효율적 운영을 위해 초등돌봄교실의 질제고 및 지역사회의 인적･물적 자원 연계 방안을 제언하였다.

영문 초록

The purpose of this study is to investigate the progress, operational performance, and problems found in the policy implementation process of elementary care classroom and propose efficient operation and improvement strategies of elementary care classroom with high satisfaction. For this study, the related policy reports and the preceding studies were analyzed in literature. In addition, it conducted a survey on officials in charge of elementary care classroom, parents and academic care professionals who worked for more than three years in this field. As a result of this study, since the introduction of elementary care classroom in korea in 2004, the number of elementary care classroom has been expanding worldwide. In particular, the number of students participating in elementary care classroom has increased highly since the Ministry of Education of Korea announced its plan to expand elementary care classroom in 2014. However, through the expansion of the quantity of elementary care classroom is achieved, the elementary care school has not yet a legal basis. This study proposed strategies to improve quality of elementary care classroom and to link human and physical resources of communities in order to overcome divergent problems and to achieve efficient operation of elementary care classroom.
